GENERAL SUMMARY:
DART is seeking a high performing and experienced leader to serve as the Assistant Vice President of Human Resources. The ideal candidate is a proven human resources leader with high integrity, excellent interpersonal and organizational skills with direct, advanced experience in compensation, health benefits & employee pensions, talent acquisition, employee relations, employee engagement, and organizational development.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  1. Provides recommendations and guidance to executive/senior leaders in establishing, and implementing legally compliant human resources strategies consistent with the Agencys vision, values, strategic plan and aligned with industry best practice.
  2. Provides leadership to staff who serve as first level point of contact to management officials on policy interpretation, administration of discipline and other employee/labor relation matters.
  3. Develops and directs benefits and compensation strategies to maintain external competitiveness, internal equity, regulatory compliance and credibility with Agency leaders. Responsible for development and/or improvement of the agencys performance management process and tool to effectively maintain a pay for performance philosophy.
  4. Establishes and secures approval of goals and policies for talent management, leadership development, succession planning and other organization development initiatives to ensure DART attracts, develops, and retains top talent to meet growth projections for the agency.
  5. Responsible for directing the activities for Employee Engagement and Organizational Development divisions to include shaping the culture of the agency, planning employee events, and tracking employee workforce satisfaction.
  6. Interviews, selects, supervises, develops, evaluates, counsels, and if necessary, terminates subordinate personnel according to established policies. Responsible for ensuring individual and subordinate staff remain current on new industry trends, methods, and technology through professional memberships, periodical subscriptions, networking events and attending seminars/workshops both inside and outside of DART
  7. Develops, submits for approval and monitors division budget. Takes action to correct variances and participates in mid-year budget review.
  8. Assumes management responsibility for assigned services and activities of the Human Resources department in the absence of the VP of Human Resources by supervising all divisions.

MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
Note: An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.

  1. Bachelors degree from an accredited college or university in Human Resources, Business Administration, Public Administration or related field.
  2. Six (6) years progressively responsible experience in human resources to include a minimum of three (3) years experience directing and managing a professional staff involved with recruitment and employment, compensation and benefits, employee and labor relations, and training and development functions.
  3. Professional designation (PHR, SPHR, or comparable credential) in Human Resources is preferred but not required.
  4. Ability to demonstrate a fiduciary obligation to section, division, department, and DART in handling materials and information of a confidential nature.
  5. Personal computer (PC) and established Human Resources Information System (HRIS).
  6. Work requires a valid Texas Class A, B, or C drivers license, no Driving While Intoxicated (DWI) conviction within the last sixty (60) consecutive months, not more than one DWI on driving record, and not more than three (3) convictions of moving violations within the last thirty-six (36) consecutive months in order to operate DART non-revenue vehicles.

  12. Ability to demonstrate effective communication skills; both orally and in writing.

REPORTING RELATIONSHIP:
Reports to VP/Chief HR Officer *

WORKING CONDITIONS:
Works in an environment where there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting DART's operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
