GENERAL SUMMARY:
The AVP, Human Capital (HC) provides leadership in developing and executing Human Capital strategy in support of the overall business plan and strategic direction of DART, specifically in the areas of talent acquisition, performance management, benefits, compensation, and HC information systems. The AVP provides strategic leadership by articulating Human Capital needs and plans to the Vice President, Human Capital and other members of the executive management team.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  1. Provides recommendations and guidance to executive/senior leaders in establishing, and implementing Human Capital strategies consistent with the Agencys vision, values, and strategic plan.
  2. Oversees and directs the full life cycle of the talent acquisition process. This includes developing and executing recruiting strategies to ensure job openings are filled with the best talent in a timely and cost-effective manner.
  3. Develops and implements an effective new employee orientation program that emphasizes the critical importance and value of welcoming and integrating new employees into the DART culture.
  4. Oversees employee benefit programs including medical, dental, vision, life and AD&D, wellness, EAP, disability, and retirement.

  6. Oversee HCIS programs to ensure data integrity and timelines met.
  7. Develops and directs compensation strategies to maintain external competitiveness, internal equity, regulatory compliance and credibility with Agency leaders.
  8. Responsible for development and/or improvement of the agencys performance management process and tool to effectively maintain a pay for performance philosophy.
  9. Collaborates with DARTs Diversity Department to ensure recruitment, selection, promotions, transfers, layoffs, reductions in force, compensation, training, benefits, recalls or other terms and conditions of employment are implemented, and carried out in practice, in a non-discriminatory manner and in compliance with applicable policies, laws, regulations and guidance. Assists departments in meeting Equal Employment Opportunities (EEO)/Affirmative Action (AA) goals.
  10. Develops, submits for approval and monitors HC budget in areas of responsibility. Takes action to correct variances and participates in budget reviews.
  11. Set the example by modeling the DART values of customer focus, collaboration, communication, and accountability, the same standards that the HC team is expected to demonstrate each day.

MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
Note: An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.

  1. Bachelor degree from accredited college or university in Human Resources, Business Administration, or related field. Masters degree preferred, but not required.
  2. Ten (10) years of progressively more responsible experience in human resources to include a minimum of five (5) years experience leading a professional staff involved with talent acquisition, compensation, benefits, performance management, and HR information systems.
  3. Professional designation (PHR, SPHR, or comparable credential) in Human Resources is preferred but not required.
  4. Ability to demonstrate a fiduciary obligation to section, division, department, and DART in handling materials and information of a confidential nature.
  5. Work requires a valid Texas Class A, B, or C drivers license, no Driving While Intoxicated (DWI) conviction within the last sixty (60) consecutive months, not more than one DWI on driving record, and not more than three (3) convictions of moving violations within the last thirty-six (36) consecutive months in order to operate DART non-revenue vehicles.
  6. Effective team-building skills: Should be able to build professional relationships built on trust and teamwork. Align the team around a clearly defined vision and set of values. Foster open culture of inclusion, transparency, and accountability through open communication. Create shared ownership by decentralizing decision-making and execution to the most effective level.
  7. Conflict management: Approach conflict from a problem solving approach, controlling emotions, listening to understand the issue(s), using tact and judgment, and treating others with dignity and respect.
  8. Customer focus: Demonstrate dedication in meeting and exceeding the expectations and requirements of internal and external customers. Understand the customer needs and strive to improve service delivery or end results. Establishes and maintains effective relationships with customers and gains their trust and respect.
  9. Coaching for performance: Understand HC team member capabilities and provide coaching and appropriate developmental opportunities for them to be successful. Set clear goals and expectations. Ensure HC team members receive appropriate recognition and appreciation for successes.
  10. Managing diversity: Manage all kinds and classes of people fairly. Deal effectively with all races, nationalities, cultures, disabilities, ages, sex, and orientation. Support fair treatment and equal opportunity for all.
  11. Communication skills: Ability to demonstrate effective communication skills; both orally and in writing.

Reports to AVP DIVERSITY & LABOR *

WORKING CONDITIONS:
Works in an environment where there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting DART's operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
