GENERAL SUMMARY:
Directs, oversees, and has ultimate responsibility for the Treasury Division including the activities of funds management, cash processing, grants management, debt management, and compliance reporting.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  1. Directs, oversees, provides daily support, and has ultimate responsibility for the activities of the Treasury Division. Acts as a resource to and liaison between the division and various levels of internal/external contacts regarding financial issues.
  2. Develops and enforces goals, policies, and procedures for the division. Makes policy recommendations to financial management, the executive management team, President/Executive Director, and Board of Directors for approval, as necessary, with specific responsibility for investment policy.
  3. Analyzes, develops, negotiates, and coordinates the issuance and administration of debt financing including long-term bonds, commercial paper, and federal loan programs.
  4. Directs cash management function to ensure that sufficient funds are available to meet planned expenditures.
  5. Oversees activities related to federal and state funding to include grant application, compliance with grant terms, record keeping, and interactions with the appropriate individuals at the State and Federal Transit Administration (FTA).
  6. Manages DART funds to include timely and prudent investment of cash balances, review of disbursements, proper deposit of cash receipts, and interacts with brokers and banking officials. Chairs the Investment Committee.
  7. Manages staff and performs complex analysis of internal costs; and reviews and evaluates incurred costs, contractor proposals, overhead pools, estimates, schedules, and financial and statistical information.
  8. Analyzes, develops, negotiates, and coordinates financial transactions including energy and commodity related hedges.
  9. Oversees securing, counting, deposit and reporting of cash collections.
  10. Signs claim, accounts payable, and payroll checks, and transfers funds by wire from DART accounts, as required. Develops, submits for approval, and monitors divisional budget. Takes action to correct variances. Participates with periodic budget reviews.
  11. Serves as a resource to the DART Defined Contribution and Defined Benefit Pension Plans Committees and coordinates investment activities of the Defined Benefit Plan.
  12. Develops, submits for approval, and monitors divisional budget.
  13. Prepares a variety of reports for management review.
  14. Performs other duties as assigned.

MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
Note: An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.

  1. Bachelors or masters degree in Business Administration, Accounting, Finance, or related field. Masters Degree or Certified Public Accountant license required.
  2. A minimum of twelve (12) years experience in finance to include underwriting procedures, cash management, and fixed income portfolio management, municipal financing, and securities or related field in order to obtain a comprehensive understanding of policies and procedures to be followed to include a minimum of six (6) years supervising staff engaged in financial functions or related environment.
  3. Proficiency in the areas of federal, state, and local laws and regulations to include IRS regulations applicable to municipal financing, Public Funds Investment Act, and Securities and Exchange Commission (SEC) regulations.
  4. Must be bondable in order to handle financial assets.
  5. Ability to demonstrate a fiduciary obligation to the Finance Department and DART in handling information and materials of a confidential nature.
  6. Excellent written and oral communication skills to effectively communicate with all levels, both inside and outside of DART.
  7. High level of analytical and creative skills to find solutions to complex problems. High level of negotiating skills to obtain cost-effective financial opportunities.
  8. Proficient using PC and software applications.
  9. Ability to be dedicated to meeting the expectations and requirements of internal and external customers. Gets first-hand customer information and uses it for improvements in products and services. Acts with customers in mind. Establishes and maintains effective relationships with customers and gains their trust and respect.
  10. Ability to blend people into teams when needed. Creates strong morale and spirit in his/her team. Shares wins and successes. Fosters open dialogue. Defines success in terms of the whole team.

REPORTING RELATIONSHIP:
Reports to Director Finance Admin *

WORKING CONDITIONS:
Works in an environment where there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting DART's operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
