GENERAL SUMMARY:
Directs and oversees the activities of personnel engaged in bus operations for Dallas Area Rapid Transit's (DART) Transportation Department.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  1. Directs, oversees, and has ultimate responsibility for personnel engaged in bus operations. Directs bus operation process to ensure division goals and objectives are met. Provides direct, day-to-day support of divisions activities.
  2. Establishes and secures approval of goals, policies and objectives for division programs with broad latitude for decision making.
  3. Recommends and implements procedures and policies for division operations and ensures programs comply with applicable federal, state, and local laws and regulations and are compatible with DARTs mission
  4. Interviews, selects, supervises, develops, evaluates, counsels, and if necessary, terminates subordinate personnel in accordance with established policies, procedures and guidelines to include Equal Opportunity and Affirmative Action (EEO/AA) program goals and objectives.
  5. Monitors work progress, prepares monthly progress reports, assists and guides as necessary to ensure quality work that is delivered on time.Acts as a resource to and liaison between division and various departments within DART as well as with external contacts. Prepares and presents formal briefings to DART Board, senior management and others, as required.
  6. Acts in the absence of the Vice President, Bus Operations as required.
  7. Develops, submits for approval, and monitors division budget. Prepares a variety of reports for management review.
  8. Performs other duties as assigned.

MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
Note: An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.

  1. Bachelor degree from an accredited college or university in Business Administration, Transportation, or related field.
  2. Twelve (12) years progressively more responsible experience in transit operations management to include a minimum of six (6 ) years directing and managing a professional staff involved with transit operations .
  3. Valid Texas drivers license, no Driving While Intoxicated (DWI) conviction within the last sixty (60) consecutive months, not more than one (1) DWI on driving record, and not more than three (3) convictions of moving violations within the last thirty six (36) consecutive months on driving record in order to operate DART revenue and non-revenue vehicles.
  4. Ability to be dedicated to meeting the expectations and requirements of internal and external customers; acts with customers in mind; establishes and maintains effective relationships with customers and gains their trust and respect.
  5. Ability to blend people into teams when needed. Creates strong morale and spirit in his/her team. Fosters open dialogue. Defines success in terms of the whole team. Creates a feeling of belonging in the team.

  9. Ability to quickly develop technical understanding; is good at learning new industry, company or technical knowledge.
  10. Ability to accurately scope out length and difficulty of tasks and projects. Sets objectives and goals. Breaks down work into the process steps. Develops schedules and task/people assignments. Anticipates and adjusts for problems and roadblocks. Measures performance against goals. Evaluates results.
  11. Ability to read a situation quickly. Good at focused listening. Can effectively negotiate difficult agreements and settle disputes equitably. Can find common ground and get cooperation with minimum noise.

REPORTING RELATIONSHIP:
Reports to VP Bus Operations *

WORKING CONDITIONS:
Works in an environment where there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting DART's operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
