GENERAL SUMMARY:
Directs, oversees, and has ultimate responsibility for the programs and activities of personnel engaged in contracts, purchasing functions for the Dallas Area Rapid Transit's (DART) Procurement Department.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  1. Develops, directs and oversees contracts and purchasing activities. Provides direct, day-to-day leadership for the department. Develops and maintains strategic initiatives and business plans for the department.
  2. Ensures contracts and purchases are conducted and administered in accordance with Procurement regulations in an economic and effective manner. Ensures compliance with all federal, state and local level statutes governing procurement processes.
  3. Establishes and secures approval of goals, policies, and procedures for department with broad latitude for decision-making. Executes, enforces, and recommends changes to policies and procedures.
  4. Ensures that comprehensive and effective policies and procedures are in place to control the acquisition function in support of operating services.
  5. Acts as a resource to and liaison between department and various departments within DART as well with external contacts. Provides support to Board and executive management regarding contract issues.
  6. Develops, submits for approval, and monitors department budget. Takes action to correct variances and participates in periodic budget reviews. Ensures compliance with financial plan, operating, and capital budgets.
  7. Prepares a variety of reports for management and Board review.
  8. Performs other executive functions including developing strategic plans and budgets; preparing reports; supervising subordinate staff; and participating in and leading DART, community, and association committees.
  9. Supports and promotes DART outreach program.
  10. Performs other duties as assigned.

MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
Note: An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.

  1. Bachelors degree from an accredited college or university in Business Administration, Public Administration or related field. Masters degree preferred.
  2. Fourteen (14) years experience in the overall direction of contract administration, purchasing, government procurement or related field to include seven (7) years managing a professional staff involved with purchasing, contracts, and contract cost and pricing functions.
  3. Certified Professional Contracts Manager (CPCM) or Certified Purchasing Manager (CPM) designation desired.
  4. Knowledge of departmental policies and procedures.
  5. Specialized knowledge of government procurement and contracting procedures; contract management; federal, state, and local laws and regulations to include Walsh-Healy Public Contracts Act, Service Contract Act, Office of Federal Contracts and Compliance Programs, Federal Transportation Administration, and other related legislation.
  6. Valid Texas Drivers License (DL), no Driving While Intoxicated (DWI) conviction within the last sixty (60) consecutive months, not more than one (1) DWI on driving record, and not more than three (3) convictions of moving violations within the last thirty-six (36) consecutive months.
  7. Proficient using PC and software applications.
  8. Ability to be dedicated to meeting the expectations and requirements of internal and external customers. Gets first-hand customer information and uses it for improvements in products and services. Acts with customers in mind. Establishes and maintains effective relationships with customers and gains their trust and respect.
  9. Ability to use rigorous logic and methods to solve difficult problems with effective solutions. Can see hidden problems. Is excellent at honest analysis. Looks beyond the obvious and does not stop at the first answers.
  10. Ability to step up to conflicts, seeing them as opportunities. Read situations quickly. Good at focused listening. Can hammer out tough agreements and settle disputes equitably. Can find common ground and get cooperation with minimum noise.
  11. Ability to practice attentive and active listening. Has the patience to hear people out. Can accurately restate the opinions of others even when he/she disagrees.
  12. Ability to create a climate in which people want to do their best. Can motivate many kinds of direct reports and team or project members. Can assess each person?s hot button and use it to get the best out of him/her. Pushes tasks and decisions down. Empowers others, Invites input from each person and shares ownership and visibility. Makes each individual feel his/her work is important.
  13. Ability to make good decisions (without considering how much time it takes) based upon a mixture of analysis, wisdom, experience, and judgment). Most of his/her solutions and suggestions turn out to be correct and accurate when judged over time. Sought out by others for advice and solutions.
  14. Ability to write clearly and succinctly in a variety of communication settings and styles. Can get messages across that have the desired effect.

Reports to EVP/CFO *

WORKING CONDITIONS:
Works in an environment where there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting DART's operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
