GENERAL SUMMARY:
Responsible for directing and managing the development of short and long-range capital plans for transit projects. This is accomplished by developing the transit system plan, conducting alternatives analysis, environmental assessments/studies, preliminary engineering studies and other related technical tasks. Assigned projects are high profile with substantial political interaction and public scrutiny and may include high-speed rail, light rail, streetcar and commuter/regional rail transit systems. Duties also include planning, staffing, scheduling, contract management, budgeting and coordination of subcontractors and internal and external support staff. Must be capable of applying diversified knowledge of capital planning and transit industry-specific principles and practices. This position requires experience leading multiple simultaneous complex projects, and candidate must be capable of independently making decisions on significant planning/engineering problems and issues.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  1. Directs the Capital Planning divisions activities, including transit system planning, travel demand forecasting, corridor development, and feasibility assessments. Assures coordination with regional planning efforts.
  2. Directs corridor-planning activities to advance projects and corridors identified in the Transit System Plan or the Regional Transportation Plan through the project development process.
  3. Responsible for capital project planning, preliminary engineering and environmental impact assessments/studies for the transit system and related facilities and infrastructure.
  4. Establishes goals, policies and procedures for accomplishing the divisions work program that ensures effective communication within DART, with service area cities, with DARTs customers and with the community in general. Assists in obtaining major approvals and agreements from city, state and Federal agencies to assure project schedules, funding and goals are met.
  5. Prepares and makes formal presentations to the DART Board, service area city councils and various community groups on high profile projects with substantial political interaction and public scrutiny.
  6. Supervises subordinate staff and consultants to include recommending applicant selection, assigning duties, directing work, conducting performance evaluations, disciplinary actions, and, if necessary, terminates subordinate personnel in accordance with established policies, procedures, and guidelines to include Equal Employment Opportunity and Affirmative Action (EEO/AA) program goals and objectives.
  7. Monitors work progress, prepares monthly progress reports, assists and guides as necessary to ensure quality work that is delivered on time.
  8. Participates in the budget development process and operates within approved budget for the division.
  9. Monitors status of contacts within division to ensure adherence to work program, budget, and quality of work or service.
  10. Prepares a variety of documents and reports for management review.
  11. Performs other duties as assigned.

MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
Note: An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.

  1. Bachelors degree from an accredited college or university in Planning, Public Administration, Engineering or related field. AICP or PE certification/registration or similar credentials are preferred.
  2. Twelve (12) years progressively responsible transit planning experience in capital planning for LRT, commuter rail or streetcar environment, including six (6) years directing and overseeing a professional staff involved with rail transit projects, system planning or corridor planning.
  3. A demonstrated working knowledge of Federal Transit Administration policy, guidance and programs related to capital project development is required.
  4. Ability to be dedicated to meeting the expectations and requirements of internal and external customers; acts with customers in mind; establishes and maintains effective relationships with customers and gains their trust and respect.

  11. Ability to read a situation quickly. Good at focused listening. Can effectively negotiate difficult agreements and settle disputes equitably. Can find common ground and get cooperation with minimum noise.
  12. Ability to be mobile and occasionally lift objects weighing 5-30 pounds. Must possess a valid Texas Drivers License.

REPORTING RELATIONSHIP:
Reports to VP Capital Planning *

WORKING CONDITIONS:
Works in an environment where there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting DART's operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
