GENERAL SUMMARY:
Coordinates moderately complex rail and bus engineering and construction contracts and projects in coordination with other DART departments, government entities, consultants, and other related parties for DART?s Growth/Regional Development Department.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  1. Performs project analysis, scoping, and cost estimating to assess appropriateness of approach and cost effectiveness of proposed projects.
  2. Coordinates design and construction projects.
  3. Performs technical reviews and assures requirements for sealing of drawings and specifications are met.
  4. Performs constructability reviews of design plans and provides feedback to designers as appropriate.
  5. Provides the primary interface between consultants, contractors and DART. Acts as a resource to and liaison between the Growth/Regional Development Department and various departments within DART as well as external contacts.
  6. Under the supervision of a registered engineer or architect, reviews and approves contractor?s shop drawings, working drawings, materials, and samples, as well as working practices and methods.
  7. Ensures contractor is in compliance with DART contract provisions including specifications and approved schedules.
  8. Maintains project records and logs.
  9. Performs project acceptance inspections and coordinates the acceptance of construction project property on behalf of the Growth/Regional Development Department.
  10. Assures all design changes are incorporated in ?As Built? drawings.
  11. Develops, submits for approval, and monitors project budgets. Takes action to correct variances.
  12. Prepares cost estimates. Negotiates changes and claims in conjunction with the Contract Specialist.
  13. Prepares and processes consultant or contractor monthly payment requests.
  14. Prepares a variety of reports for management review.
  15. Understands, executes, and recommends changes to policies and procedures established by senior management.
  16. Remains current on new industry trends, methods and technology by reading journals and attending seminars and workshops both inside and outside of DART.
  17. Performs other duties as assigned.

MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
Note: An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.

  1. Bachelors degree from an accredited university in Engineering, Construction Management, Architecture or related discipline.
  2. One (1) year experience in an engineering/internship or related environment.
  3. Ability to obtain a registration as a Professional Engineer (PE) or Architect in the State of Texas within five (5) years upon hire.
  4. Valid Texas Class A, B, or C drivers license, no Driving While Intoxicated (DWI) conviction within the last sixty (60) consecutive months, not more than one (1) DWI on driving record, and not more than three (3) convictions of moving violations within the last thirty-six (36) consecutive months in order to operate DART non-revenue vehicles.
  5. Ability to demonstrate a fiduciary obligation to section, division, department, and DART in handling materials and information of a confidential nature.
  6. Ability to read complex materials such as technical manuals and engineering blueprints, and concentrate on details when developing employee performance plans, developing and monitoring division budget, or directing and overseeing project engineering activities.
  7. Proficiency with software applications to include word processing, database, spreadsheet and personal computer and established telecommunications equipment.
  8. Ability to be dedicated to meeting the expectations and requirements of internal and external customers.
  9. Ability to provide challenging and stretching tasks and assignments to direct reports; supports equal and fair treatment and opportunity for all; cooperates with the developmental system in the organization.
  10. Ability to settle disputes equitably; can find common ground and get cooperation with minimum noise.

REPORTING RELATIONSHIP:
Reports to AVP/Chief Architect *

WORKING CONDITIONS:
Works in an environment where there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting DART's operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
