GENERAL SUMMARY:
The Director of Talent Acquisition and Employee Success will lead in the Human Resources Departments efforts to source the best talent, as well as to maintain effective programs for supporting the employee-life cycle, including attracting, promoting, retaining, training, developing and supporting quality employees.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  1. Directs and oversees the development of Human Resources department training goals and objectives.
  2. Directs the implementation of Human Resources training programs through Human Resources leaders and staff.
  3. Conducts a continuing study of Human Resources learning and development policies, programs, and best practices and keeps management informed of new developments.
  4. Directs the development and administration of Human Resources training programs, procedures, Standard Operating Procedures and guidelines to align the workforce with the goals, values and culture of the Agencys learning and engagement initiatives.
  5. Establishes departmental measurements that support the accomplishment of the Agencys strategic goals.
  6. Oversees the development and implementation of an enhanced performance management system and processes that include goal writing, performance feedback and coaching, development plans and performance reviews.
  7. Oversees the in-house employee training system that addresses agency training needs including needs assessment, management development and the measurement of training impact.
  8. Oversees the succession planning through Management assessment and development programs.
  9. Oversees the development of annual training plan budget and monitors annual training budget to include management training programs conducted by external vendors.
  10. Manage the recruitment operations lifecycle from posting through hiring, including development of organizational policies and procedures and using technology to optimize efficiencies and processes.
  11. Create strategies, programs, and tools needed to locate, identify, and attract qualified candidates in sufficient numbers to meet Agency growth and objectives.
  12. Develop and manage dashboards for tracking talent acquisition results, monitoring turnover rates and other key metrics, providing regular reports and updates to leadership.
  13. Performs other related duties as assigned.

MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
Note: An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.

  1. Bachelors degree from an accredited college or university in human resources or related field.
  2. Ten (10) years of broad HR experience including talent management and learning and development to include five (5) years of supervising a professional staff.
  3. Experience with workforce analytics regarding reporting of KPls to analyze effectiveness of strategies workforce pertaining to recruitment statistical data, i.e., retention, time to fill positions and other data points to ensure overall metrics are met.
  4. Experience designing, developing, and supporting organization-wide talent management programs that cover talent development, coaching, succession planning, data analytics and relationship management.
  5. Recent experience recruiting in multiple discipline areas and levels, including hiring for nonexempt, exempt and leadership positions.
  6. Thorough understanding of recruiting methods and best practices, as well as applicable policies and federal, state, and local employment laws and regulations.
  7. Experience in all areas of sourcing such as the internet, social media, networking, employee referrals, job postings, as well as conducting open houses and virtual job fairs.
  8. Experience working with applicant tracking systems and affirmative action or federal equal employment opportunity plan requirements.
  9. Proven experience working to promote equal opportunity as an employer of choice for current and potential workforce.
  10. Demonstrated experience and understanding of the design, development and implementation of the talent review process that is required to achieve business goals and results in the creation of an internal bench of top talent.

  12. Work with departmental leaders to develop and implement career pathing focused on retention and workforce efficiencies.
  13. Research and assist in the development of learning and development programs that focus on enabling the workforce to achieve improvements with priority organizational challenges and opportunities for continuous improvement.
  14. Focus on continuous improvement to implement best industry practices in the Talent Management discipline.

REPORTING RELATIONSHIP:
Reports to AVP DIVERSITY & LABOR *

WORKING CONDITIONS:
Works in an environment where there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting DART's operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
