GENERAL SUMMARY:
Manages the activities of personnel engaged in warehousing and materials planning for Dallas Area Rapid Transit? (DART) Materials Management Division to include planning and monitoring stock levels valued over $30 million and requisitions of $3.0 million monthly quantities to be purchased and stocked; supports fleet and/or ways, structures, and amenities stock operations; develops initial provisioning for spare parts; integrates material planning needs with other functional areas of DART. Manages three direct report and 11 indirect employees. Responsible for a $1.5 million annual operating budget.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  1. Manages daily activities of personnel engaged in materials management, inventory control, contracts, recovery administration and inventory planning for DART.
  2. Maintains the Just In Time (JIT) inventory parts system to include analyzing availability and storage demands, surveying present and proposed facilities, and optimizing operational support to maintenance department.
  3. Manages and maintains inventory system for integrity and accuracy through the cycle count process.
  4. Manages development of computerized systems to include Materials Management personnel training for new programs, report development, and evaluation and approval of requested system updating.
  5. Manages materials receipt and inspection programs, financial and related property accounting records, transaction files, and develop supply chain program guidelines.
  6. Interviews, selects, develops, trains, evaluates, counsels, develops PMP objectives and if necessary, recommends termination of subordinate personnel.
  7. Acts as a resource to and liaison between section and various departments within DART, as well as with external contacts on matters affecting the operation of materials management and procurement.
  8. Understands and executes policies and procedures established by executive management; remains current on industry trends, methods, and technology.
  9. Establishes internal goals, which promotes safety, efficiency, training, quality assurance, and savings.
  10. Develops and monitors section budget; recommends actions to correct variances and participates with periodic budget reviews; prepares a variety of reports for management review.
  11. Manages system information base to include a structured and regulated process for all interactions to add or change inventory ledgers at all warehouse sites to achieve an explainable inventory balance.
  12. Ability to change direction and handle multiple responsibilities and tasks on a regular basis.
  13. Ability to positively motivate individuals and teams to meet or exceed project expectations.
  14. Performs other duties as assigned.

MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
Note: An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.

  1. Bachelors Degree from an accredited college or university in Supply Chain Management, Business Administration, or related field.
  2. Eight (8) years experience in materials management, inventory control, and planning or related environment to include a minimum of four (4) years experience supervising a staff.
  3. High level of analytical and creative skills to find solutions to complex problems.
  4. Written and oral communication skills to effectively communicate with all levels, both inside and outside of DART.
  5. Valid Texas Drivers License (DL), no Driving While Intoxicated (DWI) conviction within the last (60) consecutive months, not more than (1) DWI on driving record, and not more than (3) convictions of moving violations within the last (36) consecutive months in order to operate DART vehicles.
  6. Pass a physical (medical) examination, which includes a drug screen in order to operate DART non-revenue vehicles.
  7. Ability to be dedicated to meeting the expectations and requirements of internal and external customers. Gets first-hand customer information and uses it for improvements in products and services. Acts with customers in mind. Establishes and maintains effective relationships with customers and gains their trust and respect.
  8. Ability to write clearly and succinctly in a variety of communication settings and styles. Can get messages across that have the desired effect.

REPORTING RELATIONSHIP:
Reports to Director Materials Management *

WORKING CONDITIONS:
Works in an environment where there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting DART's operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
