GENERAL SUMMARY:
Manages and develops activities related to payment acceptance, passenger revenues, and ridership reporting. Oversees projects which are payments focused to include GoPass Tap Card, GoPass mobile application, and other revenue venues. Manages the operational and technical support of these systems to include employees, project teams, contracted vendors, and associated equipment.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  1. Manages the activities of personnel involved in Revenue Administration and Revenue Systems functions to include ridership analysis and reporting, reconciling fare collections systems, managing inventory control, interfacing and managing third-party contracts for back office systems and system administration.
  2. Manages the activities of personnel involved in programming, configuration, uptime performance and security of systems to include the online, retail outlets, ticket vending machines, fareboxes, mobile application, tap cards and related payments platforms. Manages back office updates, upgrades as well as pilot and rollout of new functionality and/or systems. Communicates technical and functional changes as needed.
  3. Researches existing and developing payment systems, mobility software and/or approaches in the marketplace and works with vendors to understand new technology trends and advances. Assists the Chief Financial Officer in the development of a strategic plan, including options for the technical and payment approaches and viable design alternatives. Manages the planning, design, and development of payment systems to include continued development of GoPass 3.0 app and tap card systems, open payment acceptance, paratransit fare collection option and mobile/account-based system integration.
  4. Oversees the preparation and submission of monthly, quarterly and annual NTD, APTA and TxDOT reports. Serves as DART?s liaison with NTD representatives to ensure timely submission and to resolve any discrepancies. This also includes analyzing data received and scheduling external audit reviews.
  5. Provides oversight of the administration of the TVMs, fareboxes, PEM, NamSys and security systems.
  6. Oversees vendor management and program support (domestic and international) for the technical and operational needs of Revenue Administration and Revenue Systems. This includes the delivery of reporting, managing vendor issue escalation and ensuring compliance and audit support.
  7. Manages personnel by actively engaging staff in career development opportunities to enhance department competencies, leadership competencies, and strategic thinking skills.
  8. Supports the Chief Financial Officer in development of annual section goals to support overall organizational goals. Supports Light Rail benchmarking and TFLEx membership requirements. Serves as an industry leader.
  9. Performs other job functions as assigned.

MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
Note: An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.

  1. Bachelors degree from an accredited college or university in Finance, Accounting, Business Administration, Public Administration, or related field.
  2. Twelve (12) years progressively responsible experience in financial, accounting, auditing, or project management capacity or related field to include four (4) years of senior level accounting experience and six (6) years managing a professional staff.
  3. Demonstrable understanding of current industry needs.
  4. Knowledgeable of mobile application platforms and/or account-based payments operations and support.
  5. High level of proficiency using a personal computer (PC) to include software applications such as database, word processing, and spreadsheet.
  6. High level of analytical ability required to find solutions to complex interpersonal, financial, legal, administrative, professional, and technical problems.
  7. Ability to demonstrate a fiduciary obligation to division, department, and DART when handling materials and information of a confidential nature.
  8. Ability to work extended hours to meet management and Board deadlines.
  9. Ability to be dedicated to meeting the expectations and requirements of internal and external customers. Gets first-hand customer information and uses it for improvements in products and services. Acts with customers in mind. REPORTING RELATIONSHIP:
Reports to Chief Financial Officer *

WORKING CONDITIONS:
Works in an environment where there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting DART's operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
