GENERAL SUMMARY:
Conducts administrative reviews and internal affairs investigations on employees of the DART Police Department.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  1. Investigates complaints against department employees.
  2. Verifies and investigates information provided by employees, complainants, witnesses, and other sources.
  3. Interviews employees, complainants, witnesses, and any other persons relevant to the investigation. Identifies and locates complainants, witnesses, and any other persons relevant to the investigation. Such interviews will be conducted by phone and in person, and will require the operation of a motor vehicle for off-site interviews.
  4. Uses investigative skills to uncover and follow-up on leads relevant to investigations.
  5. Identifies, locates, gathers, and reviews evidence relevant to investigations.
  6. Reviews evidence and statements to determine if any policy violations exist.
  7. Documents and compiles into a case folder detailed information on the results of the investigation.
  8. Prepares thorough investigation reports.
  9. Coordinates file reviews with DART personnel in other departments.
  10. Conducts semi-annual criminal history checks on department personnel.
  11. Composes letters, correspondence, and memos and prepares responses to inquiries when necessary.
  12. Maintains confidential information and files.
  13. Performs other duties as assigned.

MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
Note: An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.

  1. Bachelors Degree in Business, Public Administration, Criminal Justice, or related field.
  2. Two (2) years progressively responsible experience in law enforcement, investigations, or related field.
  3. Must be available and prepared to respond to an emergency investigation seven (7) days a week, twenty-four (24) hours a day.
  4. No Felony convictions, no Class A Misdemeanor convictions within the last ten (10) years, and no Class B Misdemeanor convictions (including DWI) within the last five (5) years.
  5. Effective interpersonal skill to communicate, both verbally and in writing, with all levels of supervisory and non-supervisory employees, government entities, a culturally diverse community, and others both inside and outside of DART.
  6. Communication skills to organize and present in oral or written form all types of factual information derived from a variety of original and secondary sources.
  7. Strong analytical, organizational and reasoning skills and ability to work with rapidly changing projects and to find solutions to moderately complex problems
  8. Manage time effectively and to plan, organize, and prioritize tasks with attention to details.
  9. Proficient using PC and software applications.
  10. Ability to demonstrate a fiduciary obligation to section, division, department, and DART in handling materials and information of a confidential nature.
  11. Valid Texas Class C Drivers License. No Driving While Intoxicated (DWI) conviction within the last 60 consecutive months; not more than one (1) on driving record. No more than three (3) moving violation convictions within last 36 months in order to operate DART non-revenue vehicles.
  12. Successful completion of selection process including but not limited to interview and background investigation.
  13. Pass physical (medical) examination, which includes a drug screen in order to operate DART non-revenue vehicles.

REPORTING RELATIONSHIP:
Reports to DART Police Sergeant *

WORKING CONDITIONS:
Works in an environment where there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting DART's operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
