GENERAL SUMMARY:
Responsible for supervising the programs and activities of Bus Fleet Services personnel for Dallas Area Rapid Transit's (DART) Fleet Services Division.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  1. Performs complex duties related to technical area of assignment; responsible for highly complex maintenance projects, and acts as COTR; develops cost estimates, schedules and budgets.
  2. Assists section manager with his/her administrative responsibilities as it relates to labor relations, and the administration of service and consultant contracts; Understand, execute, and recommend changes to policies and procedures established by senior management.
  3. Provides guidance for the interpretation and application of DART policies and maintenance procedures.
  4. Provides leadership and assistance during development and facilitation of maintenance tests, campaigns, and strategies; performs project/program and performance management functions.
  5. Provides performance support expertise to guide maintenance mechanics to improve cost structures and overall effectiveness of ongoing work interventions; performs needs assessments, develops technical objectives, and technical procedures.
  6. Schedule vehicles for condition-based, corrective and campaign maintenance, makes work assignments to best utilize human resources to meet equipment requirements for daily service needs; verify daily time worked by assigned staff.
  7. Oversee repair of DART vehicles to ensure compliance with all DART Standard Operating Procedures, DART Standard Practice Bulletins, and Equipment Manufacturers Specifications to include inspection, repair, cleaning, and servicing; assist staff with repair diagnosis.
  8. Ensures compliance with DARTs Hazardous Waste Management and Storm Water Pollution Prevention Programs; promote established safety programs; ensure compliance by staff with procedures in the use of DART owned tools, shop equipment, and service vehicles; Oversee state safety inspection of vehicles.
  9. Opens work orders and check recent repair history using computer based maintenance program; ensure appropriate records are maintained pertaining to work performed; ensure proper cleaning and servicing of DART vehicles and facilities.
  10. Interviews, selects, develops, trains, supervises, evaluates, counsels, and if necessary, recommend termination of subordinate personnel in accordance with established policies, procedures, and guidelines.
  11. Performs other related duties as assigned.

MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
Note: An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.

  1. Associate Degree from an accredited college or university in Business Administration, Public Administration, Transportation, heavy equipment, automotive, electrical, electronic, or other technical fields applicable to DART Fleet Services.
  2. Five (5) years progressive fleet maintenance service experience in a technical environment, including experience in a maintenance area on equipment (e.g., coach maintenance, heavy equipment, LRT vehicle, or maintenance support equipment) utilized within DART Fleet Services.
  3. Must have a valid Texas Commercial Drivers License (CDL) Class A or B with Passenger and Air Brakes Endorsements, no DWI/DUI conviction within the last sixty (60) consecutive months, not more than one (1) DWI/DUI on driving record, and not more than two (2) convictions of moving violations within the last thirty six (36) consecutive months on driving record in order to operate DART vehicles. Must obtain CDL within ninety (90) days upon hire.
  4. Must pass a Department of Transportation (DOT) physical (medical) examination, which includes a drug screen in order to operate DART revenue and non-revenue vehicles; incumbents are subject to the federal testing regulations of safety sensitive positions, which include random alcohol and drug testing as a condition of continued employment.
  5. Must work in a safe manner/constant degree of alertness.
  6. Physical ability to be mobile and very frequently, more than 50% of work time, lift objects weighing up to fifty (50) pounds such as parts, small hand tools, and equipment repair equipment.
  7. Ability to work irregular hours and irregular days off.
  8. Analytical skills to gather and interpret data, and find solutions to complex technical problems.
  9. Personal computer (PC); software applications such as Windows, word processing, spreadsheet, data base; typical office equipment such as copier, calculator, typewriter, facsimile, etc.
  10. Ability to comprehend complex materials and concentrate on details
  11. Interpersonal skills to effectively communicate with all levels of supervisory and non-supervisory employees, and others both inside and outside of DART.
  12. Ability to be dedicated to meeting the expectations and requirements of internal and external customers. Gets first-hand customer information and uses it for improvements in products and services. Acts with customers in mind.   19. Ability to use Fleet service equipment, machinery, tools, fire, and shop safety devices.
  20. Operate DART vehicles as required.

Reports to Mgr Fleet Services-NW *

WORKING CONDITIONS:
Works in an environment where there is exposure to dust, noise, or temperature. May be exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
