GENERAL SUMMARY:
Under the general direction of the Vice President, Procurement, oversees the daily operations for the Procurement Department; reviews and recommends changes in business processes; performs project/program management. Manages a staff of approximately 6-8 employees.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  1. Manages daily functions, systems, and processes of the Procurement Department to include interface and collaboration with internal departments and external business community.
  2. Develops policies and procedures for Department and evaluates for effectiveness. Establishes and secures approval of goals for section. Develops and makes recommendations to improve business processes. Plans, coordinates, and reviews needs for implementation of new business processes.
  3. Ensures that staff and clients, at all levels, have the resources needed to execute efficient business functions and practices relative to the Board?s strategic goals and the Agency?s mission.
  4. Performs project/program and performance management functions including reviewing, analyzing, and recommending improvements to business and organizational systems.
  5. Interviews, selects, supervise, develops, evaluates, counsels, and if necessary, terminates subordinate personnel according to established policies, procedures, and guidelines to include Equal Employment Opportunity and Affirmative Action (EEO/AA) programs goals and objectives.
  6. Develops training requirements and ensures timely and effective training is performed to enhance the skill base of the Department and Procurement internal clients.
  7. Plans, organizes, and manages departmental services including personnel, budgeting, office technology, and communications systems.
  8. Participates in establishing long-range department objectives and programs.
  9. Acts as resource to and liaison between Procurement sections and various departments within DART as well as external contacts.
  10. Coordinates training and career development. Acts as liaison between HR and Procurement to drive change through employee engagement.
  11. Conducts on-going research and benchmarking relative to procedure, programs, and processes.
  12. Acts as a resource to and liaison between section and various departments within DART as well as with external contacts.
  13. Performs other duties as assigned.

MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
Note: An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.

  1. Bachelors degree from an accredited college or university in Business Administration, Public Administration, or related field.
  2. Six (6) years of project management, business process/business program management in a procurement or related environment to include three (3) years supervising staff.
  3. Working knowledge of Lawson ERP Procurement software from the perspective of an administrator or user.
  4. Ability to be dedicated to meeting the expectations and requirements of internal and external customers; acts with customers in mind; establishes and maintains effective relationships with customers and gains their trust and respect.
  5. Ability to blend people into teams when needed. Creates strong morale and spirit in his/her team. Fosters open dialogue. Defines success in terms of the whole team. Creates a feeling of belonging in the team.

  10. Ability to accurately scope out length and difficulty of tasks and projects. Sets objectives and goals. Breaks down work into the process steps. Develops schedules and task/people assignments. Anticipates and adjusts for problems and roadblocks. Measures performance against goals. Evaluates results.
  11. Ability to read a situation quickly. Good at focused listening. Can effectively negotiate difficult agreements and settle disputes equitably. Can find common ground and get cooperation with minimum noise.

REPORTING RELATIONSHIP:
Reports to Sr VP Procurement *

WORKING CONDITIONS:
Works in an environment where there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting DART's operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
