GENERAL SUMMARY:
Performs and coordinates business and financial analysis for the Service Planning and Scheduling Department for management review; assists in business re-engineering; maintains department performance management information systems, project/program management information, budgeting and accounting functions for the Department. Plans, manages, develops and assists in the development of complex projects supporting Planning and Scheduling programs. Provides administrative support to the Vice President of Service Planning and Scheduling.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  1. Develops project/program and performance management functions.
  2. Coordinates and compiles special projects, reports, spreadsheets, and presentations as required.
  3. Conducts fiscal and administrative analysis for the Service Planning and Scheduling Department.
  4. Develops complex business proposals for the administrative functions of the Service Planning and Scheduling Department, which includes scope of work definition, cost estimates, schedules, and budgets, including conducting the research for developing cost estimates, schedules, and budgets for management review and approval.
  5. Responsible for developing and maintaining a master project tracking and reporting system for major projects to include status and timelines in the Service Planning and Scheduling Department.
  6. Manages changes or modifications or project timelines/scope to ensure compliance with established project or departmental objectives.
  7. Manages agenda reports for the department. Responds to issues raised by the Board.
  8. Serves as department travel coordinator, maintains tickler or follow-up file to include review and approval of departmental expenditures for the department.
  9. Maintains message system to include tracking staff, answering, screening, and routing in-coming calls, and if necessary, taking messages. Receives and greets visitors and guests.
  10. Maintains appointment calendars and department filing system.
  11. Compiles agendas and attends staff meetings, prepares and distributes meeting minutes, and provides assistance in any required follow-ups.
  12. Performs other related duties as assigned.

MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
Note: An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.

  1. Bachelors degree from an accredited college or university in Business Administration, or equivalent experience in related field.
  2. Three (3) years responsible experience in a planning or transportation environment or related field.
  3. Pass a physical (medical) examination that includes a drug screen in order to operate DART non-revenue vehicles.
  4. Ability to demonstrate a fiduciary obligation to section, division, department, and DART in handling information of a confidential nature.
  5. Advanced level of computer skills to manage databases, utilize macros, spreadsheets, etc.
  6. Analytical and creative skills to find solutions to complex interpersonal, technical and administrative problems.
  7. Ability to be dedicated to meeting the expectations and requirements of internal and external customers. Gets first-hand customer information and uses it for improvements in products and services. Acts with customers in mind. Establishes and maintains effective relationships with customers and gains their trust and respect.
  8. Ability to make good decisions (without considering how much time it takes) based upon a mixture of analysis, wisdom, experience, and judgment). Most of his/her solutions and suggestions turn out to be correct and accurate when judged over time. Sought out by others for advice and solutions.
  9. Ability to pick up on technical things quickly. Can learn new skills and knowledge. Is good at learning new industry, company, product, or technical knowledge. Does well in technical courses and seminars.

REPORTING RELATIONSHIP:
Reports to AVP Service Planning & Dev *

WORKING CONDITIONS:
Works in an environment where there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting DART's operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
