GENERAL SUMMARY:
Manages project and business activities for Mobility Management Services Department; reviews and recommends changes in business processes; performs project/program management, budgeting and financial planning, and provides business information to Mobility Management Services' Leadership Team and DARTs Executive Leadership Team. Oversees work and activities of personnel engaged in the Travel Ambassador Program.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  1. Develops and manages highly complex business projects, which include scope of work definitions, cost estimates, schedules, resource allocation, and budgets.
  2. Manages and coordinates the preparation of the annual budgets (operating and capital improvement) for the Mobility Management Services Department; analyzes budget requests and assesses financial impact of major policy, fiscal, and operational decisions.
  3. Performs project/program and performance management functions including reviewing, analyzing, and recommending improvements to business and organizational systems.
  4. Reviews and approves departmental expenditures to ensure budgetary and policy guidelines; conducts fiscal and administrative analyses for the Mobility Management Services Department.
  5. Performs highly complex analysis of internal costs, incurred costs, overhead pools, budgets, estimates, schedules, and financial and statistical information.
  6. Manages the daily functions of the Travel Ambassador Program.
  7. Oversee travel ambassadors environmental assessments of DART?s fixed route system to determine accessibility for fixed route travel.
  8. Audit and evaluate travel ambassadors on-site direct instruction in fixed-route bus/rail travel to persons with disabilities in the DART service area.
  9. Adjust/develop program procedures and proficiencies to meet Mobility Management Services program goals
  10. Work with Mobility Management Services personnel utilizing DART resources to minimize program costs while maximizing productivity.
  11. Work with DART Outreach and Marketing groups to promote Travel Ambassador Program
  12. Prepares technical, statistical, and narrative reports for Mobility Management Services leadership Team.
  13. Interviews, selects, supervises, develops, evaluates, counsels, and if necessary, recommends termination of subordinate personnel in accordance with established policies, procedures and guidelines to include Equal Employment Opportunity (EEO) and Affirmative Action (AA) program goals and objectives.
  14. Performs other duties as assigned.

MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
Note: An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.

  1. Bachelors Degree from an accredited college or university in Business Administration, Transportation, Finance, or related field.
  2. Seven (7) years progressively responsible experience in a financial or transportation environment, or related field to include three (3) years supervising a professional staff.
  3. Proficiency with personal computer (PC), mainframe, client server, internet/intranet and software applications such as word processing, spreadsheet, and database.
  4. Ability to work independently to reach goals set by management.
  5. Ability to gather user requirements, create gap analysis, ensure development tasks are meeting user requirements, properly test and resolve issues and prioritize development.
  6. Ability to be dedicated to meeting the expectations and requirements of internal and external customers. Gets first-hand customer information and uses it for improvements in products and services. Acts with customers in mind. Establishes and maintains effective relationships with customers and gains their trust and respect.
  7. Ability to write clearly and succinctly in a variety of communication settings and styles. Can get messages across that have the desired effect.

REPORTING RELATIONSHIP:
Reports to AVP Mobility Mgmt Admin *

WORKING CONDITIONS:
Works in an environment where there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting DART's operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
