GENERAL SUMMARY:
Responsible for performing complex analytical and technical work in support of administration functions in the pension & benefits programs offered by DART. In addition, provides support on daily administration of all DART group health and welfare benefit programs (medical, dental, vision, life insurance, flexible spending accounts and supplemental coverages) and retirement programs. Provides support to internal clients and acts as a resource in the areas of benefits/HR related laws and legislation. Serves as liaison to retirement plans vendors, internal/external contacts; prepares reports and monitors data and issues. Develops, coordinates, implements, communicates benefits solutions to meet agency objectives and diverse employee needs. Ensures processes and programs incorporate best practices regarding cost effectiveness, legal compliance, and support of agency goals.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  1. Ensures retirement plan processes and programs comply with established DART policies and procedures as well as local, state, and federal regulations.
  2. Provides expert advice and presents recommendations to organizational leaders and staff on complex retirement matters. Develops and administers policies and procedures relevant to retirement. Prepares analyses and makes recommendations to executive management regarding governmental legislative compliance.
  3. Maintains current knowledge of retirement and pension plans and related regulations and best practices; benchmarks best practices and uses data to make recommendations. Serves as contracting officer and/or liaison between agency and retirement consultants in strategic, tactical and transactional projects.
  4. Develops, implements and monitors retiree projects/programs. Manages changes or modifications of project timelines/scope to ensure compliance with established project or departmental objectives.
  5. Consults with other sections within Human Capital, as well as leaders of other departments, to design, implement and monitor progress of major projects affecting the mission of the department and the agency.
  6. Designs, analyzes and prepares published reports of retiree related metric data; identifies trends and recommends approaches to issues; compiles and analyzes external retirement information; responds to external retiree survey requests.
  7. Designs and facilitates process teams, focus groups and other interactive forums for data gathering, problem-solving and training.
  8. Performs other duties as required.

MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
Note: An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.

  1. Bachelors degree from an accredited college or university in business administration, Accounting, Employee Benefits or related field.
  2. Six (6) years progressively responsible experience in employee benefits plans, particularly health & welfare plans and retirement Plans. Prefer experience to include defined benefit and defined contribution retirement plans.
  3. Ability to demonstrate a fiduciary obligation to section, department and DART in handling materials and information of a confidential and sensitive nature.
  4. Proficiency with personal computer and software applications including Microsoft Excel, Word, Access and PowerPoint.
  5. Ability to be dedicated to meeting the expectations and requirements of internal and external customers. Gets first-hand customer information and uses it for improvements in products and services. Acts with customers in mind. Establishes and maintains effective relationships with customers and gains their trust and respect.
  6. Ability to write clearly and succinctly in a variety of communication settings and styles.
  7. Ability to quickly find common ground and solve problems for the good of all. Can solve problems in a collaborative way. Is seen as a team player.
  8. Ability to use rigorous logic and methods to solve difficult problems with effective solutions. Probes all fruitful sources for answers. Is excellent at analysis. Looks beyond the obvious and does not stop at the first answers.

Reports to Director of Total Rewards *

WORKING CONDITIONS:
Works in an environment where there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting DART's operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
