GENERAL SUMMARY:
Serves as the Transportation Departments liaison on emergency preparedness and special event service planning. Performs professional work in planning and coordinating all aspects of emergency management and special event service as they apply to bus and light rail services. Also manages Technical Administration services for the Rail Operations Division by analyzing operational data and utilizing it to increase the overall performance of the department.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  1. Responsible for developing and maintaining the department?s emergency response plans that integrate modal plans/strategies, as well as incorporating customer communication, security response and crowd control elements of such plans;
  2. Coordinates with internal departments to implement systems and procedures that support a coordinated service and customer information response to incidents;
  3. Serves as the Transportation Department liaison to Trinity Railway Express, DCTA and the T;
  4. Maintains the Emergency Operations Center (EOC) in a continuous state of readiness; is responsible for capital projects and other initiatives to enhance the EOC facilities;
  5. Coordinates with the DART Police Emergency Preparedness office to schedule regular drills, table top exercises and training classes to assure that all personnel are knowledgeable of the emergency plans and are prepared to execute those plans; schedules debrief meetings to identify follow-up issues and lessons learned from significant incidents and assures follow-up/close-out of issues identified in all debrief and table-top reviews;
  6. Represents the department on the special event service planning committee. Assists in the development of detailed special event operating plans/schedules, monitors implementation of approved plans and evaluates/documents effectiveness.
  7. Interviews, recommends selection of, develops, evaluates, counsels and if necessary recommends discipline including termination of subordinate personnel according to established policies, procedures and guidelines to include EEO goals and objectives.
  8. Monitors and analyzes department and division business processes. Evaluates trends, researches causation factors and recommends alternative methods to enhance the overall effectiveness and efficiency of the division. Oversees the implementation of business process changes;
  9. Serves as primary division budget coordinator. Assumes lead role in the development of division annual operating and capital budgets. Monitors budgets, and identifies undesirable trends. Generates monthly financial statistics;
  10. Researches/analyzes industry best practices, and uses new technologies to improve the overall performance of the department. Assists in the implementation of new technologies as required.
  11. Performs other duties as assigned.

MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
Note: An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.

  1. Bachelors degree in Business Administration, Planning, Transportation, Emergency Management, Project Management or related field. Masters degree preferred.
  2. Eight (8)years progressively responsible experience to include six (6) years in transit operations or planning and a minimum of four (4) years supervisory or lead experience. Emergency management experience preferred
  3. Proficient using personal computer (PC) and software applications to include word processing, spreadsheet and database management.
  4. Valid Texas Class A, B, or C Drivers License (DL), no driving while intoxicated (DWI) conviction within last 60 consecutive months, not more than one (1) DWI on driving record, and not more than three (3) convictions of moving violations on driving record within the last 36 consecutive months in order to operate DART non-revenue vehicles.
  5. Ability to be dedicated to meeting the expectations and requirements of internal and external customers. Gets first-hand customer information and uses it for improvements in services. Acts with customers in mind.
  6. Ability to use rigorous logic and methods to solve difficult problems with effective solutions. Can see hidden problems. Is excellent at honest analysis. Looks beyond the obvious and does not stop at the first answers.
  7. Ability to accurately scope out length and difficulty of tasks and projects. Sets objectives and goals. Breaks down work into the process steps. Develops schedules and task/people assignments. Anticipates and adjusts for problems and roadblocks. Measure performance against goals. Evaluates results.
  8. Ability to step up to conflicts, seeing them as opportunities. Read situations quickly. Good at focused listening. Can hammer out tough agreements and settle disputes equitably. Can find common ground and get cooperation with minimum noise.
  9. Written and oral communication skills to effectively communicate with individuals at all levels, both inside and outside of DART.

REPORTING RELATIONSHIP:
Reports to AVP Rail Operations *

WORKING CONDITIONS:
Works in an environment where there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting DART's operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
