GENERAL SUMMARY:
Manages the activities of personnel engaged in field supervision activities to include monitoring revenue rail services, complaint investigation, and problem resolution for rail service operated directly by Dallas Area Rapid Transit (DART). Manages the day-to-day operation of the Dallas Area Rapid Transit's Light Rail Operations Control Center.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  1. Manages rail operations field supervision which includes monitoring and reviewing service performance of DART operated service.
  2. Manages the activities of personnel engaged in monitoring and controlling light rail service. Ensures that light rail services operate in an efficient and integrated fashion.
  3. Manages the Track Allocation Process.
  4. Interviews, selects, develops, trains, evaluates, counsels, and, if necessary, recommends termination of subordinate personnel.
  5. Understands, executes and recommends changes to section, division, department and agency policies, programs, procedures and strategic initiatives; compiles a variety of reports; represents division and conducts presentations to internal and external groups;
  6. Assures staff is adequately trained to perform primary job functions. Ensures the programming and scheduling of all training and developmental activities for section staff. Develops, implements, manages and supports employee recognition, communication, development and wellness programs and initiatives. Maintains the Emergency Operations Center (EOC) in a continuous state of readiness; is responsible for capital projects and other initiatives to enhance the EOC facilities;
  7. Coordinates with the DART Police Emergency Preparedness office to schedule regular drills, table top exercises and training classes to assure that all personnel are knowledgeable of the emergency plans and are prepared to execute those plans; schedules debrief meetings to identify follow-up issues and lessons learned from significant incidents and assures follow-up/close-out of issues identified in all debrief and table-top reviews.
  8. Investigates customer complaints and/or concerns: identifies and resolves operational problems to ensure customer satisfaction.
  9. Oversees development and maintenance of alternative/emergency operating plans for DART operated rail service in the event of a rail service disruption or other emergency(cies); coordinates emergency response from appropriate Police, Fire, and Emergency Medical Service through rail control center.
  10. Promotes established safety, training, and quality assurance programs; oversees rail accident investigations.
  11. Monitors and analyzes department and division business processes. Evaluates trends, researches causation factors and recommends alternative methods to enhance the overall effectiveness and efficiency of the division. Oversees the implementation of business process changes;
  12. Develops and monitors section budget. Recommends action to correct variances and participates with periodic budget reviews; prepares a variety of reports for management review.
  13. Acts as a resource to and liaison between section and various departments within DART as well as with external contacts on matters affecting DART operated rail service, as required. Manages Rail start-up support efforts
  14. Performs other duties as assigned.

MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
Note: An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.

  1. Bachelor?s degree in Business Administration, Transportation, or related field.
  2. Eight (8) years of progressively responsible experience in a transit or transportation operations environment or related field to include a minimum of five (5) years supervisory experience and three (3) years of experience working in a train control center environment
  3. Demonstrated ability to manage projects from inception through completion.
  4. Ability to be dedicated to meeting the expectations and requirements of internal and external customers.
  5. Ability to provide challenging and stretching tasks and assignments to direct reports; supports equal and fair treatment and opportunity for all; cooperates with the developmental system in the organization.
  6. Ability to write clearly and succinctly in a variety of communication settings and styles.
  7. Ability to settle disputes equitably; can find common ground and get cooperation with minimum noise.
  8. Ability to blend people into teams when needed; creates strong morale and spirit in his/her team; shares wins and successes; defines success in terms of the whole team.

  11. Ability to figure out the processes necessary to accomplish tasks; can facilitate effective brainstorming and build consensus among team members; can orchestrate multiple activities at once to accomplish a goal; uses resources effectively and efficiently.
  12. Valid Drivers License with ability to obtain a Texas Drivers License within 90 days of employment; no driving while intoxicated (DWI) conviction within last 60 consecutive months, not more than one (l) DWI on driving record, and not more than two (2) moving violation convictions on driving record within the last 36 consecutive months to operate DART non-revenue vehicles.

REPORTING RELATIONSHIP:
Reports to VP Rail Operations *

WORKING CONDITIONS:
Works in an environment where there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting DART's operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
