GENERAL SUMMARY:
This position is responsible for the development and management of customer communication plans, customer service, public outreach, meet the manager events, coordination and development of marketing plans with internal and external partners for the Commuter Rail Department. Develops programs, schedules, and budgets. Serves as a team leader. Ensures compliance with DART policies and procedures. Prepares and presents information and reports to internal and external stakeholders. Serves as liaison internally at DART and with outside partners and stakeholders for customer service, communications, marketing and service planning for the Commuter Rail Department.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  1. Oversees and assists other team members with project strategy and management.
  2. Performs analysis; interprets data and makes presentations to various entities. Analyzes and uses results from spreadsheets and other databases.
  3. Provides guidance in the development, interpretation and application of departmental policies and procedures related to customer service and marketing.
  4. Develops and monitors portions of department work programs and planning projects.
  5. Reviews data adequacy, approval of methodologies, compliance with project budgets, schedules, and quality control of work program and work products.
  6. Continually explores and develops new project performance metrics and key performance indicators.
  7. Ensures timely responses to customer requests, concerns, commendations, etc. and helps resolve customer issues.
  8. Serves as liaison with Service Planning, Communications, Customer Service and Marketing Departments for Commuter Rail.
  9. Performs other duties as assigned.

MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
Note: An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.

  1. Bachelors degree from an accredited college or university in Business, Marketing, Project Management or related field.
  2. Five (5) years progressively responsible project management experience in a commuter rail, freight transit or related environment.
  3. Commuter Rail or Freight Transit technology and operations experience desirable.
  4. Working knowledge of FRA regulations and other federal, state, and local laws and regulations governing Commuter or Freight Rail experience desirable.Knowledge and experience with effectively coordinating activities between multiple departments, disciplines and agencies.
  5. Proficient analytical and creative skills to find solutions to complex and sensitive problems.
  6. Proficiency with software applications to include word processing, database, spreadsheet and personal computer and established telecommunications equipment.
  7. Effective oral and written communication skills; excellent research, and organizational skills.
  8. Ability to demonstrate a fiduciary obligation to section, division, department, and DART in handling materials and information of a confidential nature.
  9. Ability to read complex materials such as technical manuals and engineering blueprints, and concentrate on details when developing employee performance plans, developing and monitoring division budget, or directing and overseeing project engineering activities.
  10. Ability to be dedicated to meeting the expectations and requirements of internal and external customers.
  11. Ability to provide challenging and stretching tasks and assignments to direct reports; supports equal and fair treatment and opportunity for all; cooperates with the developmental system in the organization.
  12. Ability to settle disputes equitably; can find common ground and get cooperation with minimum noise.

REPORTING RELATIONSHIP:
Reports to VP Silver Line O&M *

WORKING CONDITIONS:
Works in an environment where there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting DART's operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
