GENERAL SUMMARY:
Performs a variety of functions for Dallas Area Rapid Transit's (DART) Human Capital Department.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  1. Responsible for performing various Human Capital functions as assigned.
  2. Assists in the development and implementation of complex projects supporting the Human Capital programs
  3. Reconciles and audits various Human Capital data to ensure compliance and control measures are maintained.
  4. Prepares and maintains files related to employee services.
  5. Develops and conducts surveys and/or research on a variety of Human Capital issues.
  6. Assists with the development and implementation of policies and procedures consistent with agency and departmental goals and objectives relative to Human Capital functions.
  7. Conducts various workshops and educates employees about DART benefits.
  8. Prepares a variety of reports for management review.
  9. Performs other duties as assigned.

MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
Note: An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.

  1. Bachelors degree in Business Administration, with an emphasis in Human Capital/Resources, Industrial Psychology, or related field.
  2. Three (3) years progressively responsible experience in Human Capital or related field to include experience with one of the following HC suites ( Benefits, Talent Acquisition, Learning and Organizational development, Compensation, Human Information Systems or related field) with Knowledge of human resources principles and practices; federal, state and local rules and regulations.
  3. Proficiency with personal computer (PC) and software applications to include Windows, spreadsheet, word processing and database. Demonstrated knowledge and application of Lawson spreadsheets, and Crystal Reports programs. Demonstrated knowledge of excel formulas to include pivot point, vloop up and other validation formulas.
  4. Ability to demonstrate a fiduciary obligation to section, division, department, and DART in handling materials and information of a confidential nature.
  5. Ability to be dedicated to meeting the expectations and requirements of internal and external customers. Gets first-hand customer information and uses it for improvements in products and services. Acts with customers in mind. Establishes and maintains effective relationships with customers and gains their trust and respect.
  6. Ability to pick up on technical things quickly. Can learn new skills and knowledge. Is good at learning new industry, company, product, or technical knowledge. Does well in technical courses and seminars.
  7. Ability to be able to write clearly and succinctly in a variety of communication settings and styles. Can get messages across that have the desired effect.
  8. Ability to quickly find common ground and solve problems for the good of all. Can represent his/her own interests and yet be fair to other groups. Can solve problems with peers with a minimum of noise. Is seen as a team player and is cooperative. Easily gains trust and support of peers. Encourages collaboration. Can be candid with peers.
  9. Ability to use rigorous logic and methods to solve difficult problems with effective solutions. Can see hidden problems. Is excellent at honest analysis. Looks beyond the obvious and does not stop at the first answers.

REPORTING RELATIONSHIP:
Reports to AVP of Talent & ELR *

WORKING CONDITIONS:
Works in an environment where there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting DART's operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
