GENERAL SUMMARY:
Directs, oversees, performs and coordinates highly complex business, financial, administrative functions and records and information management system/database for the Office of Policy and Strategy.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  1. Develops highly complex business proposals, which includes scope- of-work definition, researching and developing cost estimates, schedules, and budgets.
  2. Assists in the administration of DART?s Records Management program.
  3. Performs special project/program functions as assigned.
  4. Reviews, analyzes, and recommends improvements to business and organizational systems.
  5. Responsible for drafting, reviewing, and editing Agency correspondence to address external and internal customers.
  6. Assists in management of Board Agenda process to include editing, drafting and coordinating board agenda packets.
  7. Assists in the development of strategic plan, policies/procedures and responses.
  8. Performs other duties as assigned.

MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
Note: An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.

  1. Bachelors degree from an accredited college or university in Business Administration, Political Science, Liberal Arts or related field.
  2. Six (6) years progressively responsible experience managing complex administrative projects, writing and presenting technical information in an executive level environment or related field to include one (1) year of project management experience working on high level complex projects.
  3. Must have, or obtain within two years following hire date, certification from the Institute of Certified Records Managers or its equivalent.
  4. Proficient using personal computer (PC) and software applications.
  5. High level of written and oral communication skills to effectively communicate with all levels, both inside and outside of DART.
  6. High level of analytical and creative skills to find solutions to complex interpersonal, professional, technical, and administrative problems.
  7. Ability to work independently to reach goals set by management.
  8. Ability to gather user requirements, create gap analysis, ensure development tasks are meeting user requirements, properly test and resolve issues and prioritize development.
  9. Ability to be dedicated to meeting the expectations and requirements of internal and external customers.
  10. Ability to write clearly and succinctly in a variety of communication settings and styles. Ability to make good decisions based upon a mixture of analysis, wisdom, experience, and judgment.
  11. Ability to use rigorous logic and methods to solve difficult problems with effective solutions.
  12. Ability to quickly find common ground and solve problems for the good of all.

REPORTING RELATIONSHIP:
Reports to Chief of Staff *

WORKING CONDITIONS:
Works in an environment where there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting DART's operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
