GENERAL SUMMARY:
Responsible for the oversight and management of Maintenance Document Center and Staff, Electronic Parts Catalog Management, Procurement, Licensing and Budget; manages upgrades and updates to system or data, oversees conversion of documents from paper to electronic format and management of electronic data access/search system. Plans, manages, develops and provides support in the development and implementation of semi-complex and complex projects, highly complex spreadsheets/databases, and performs data analysis for various sections within the Maintenance Department.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  1. Provide supervision, work direction and guidance to subordinate staff to assure completion of assigned tasks and other duties in various sections within the department.
  2. Assists with the development, preparation and coordination of annual budgets (operating, capital, etc.) for various sections within the department. Also, may assist in the preparation of Cost & Benefit Analyses reports.
  3. Assists in complex solicitations, which includes scope-of-work definition, researching and developing cost estimates, schedules, and budgets. Reviews, analyzes, and recommends modification to existing contract terms or internal processes as appropriate. Work intra and cross departmentally as needed for SOW development or modification.
  4. Reports monthly and quarterly performance metrics working directly with divisions on establishing and reporting accurately and timely results and goals.
  5. Prepares and maintains a variety of reports and charts using Crystal Reports, Excel, and the departments Asset Maintenance System, and other applicable report formats to identify trends, and verify accuracy of information.
  6. Acts as a resource to and a liaison between divisions and other DART departments and external stakeholders regarding technical documentation and related issues.
  7. Reviews deliverables prepared by team before passing to stakeholder, ensuring project deliverables have met expectations.
  8. Creates and executes project work plans and revises as appropriate to meet changing needs and requirements.
  9. Provides direction, coordinates and assures completion of work assignments to be completed by contractor personnel.
  10. Assists with development of technical databases and documents as required and develops other standardized documents for Technical Services Division.
  11. Remains current on new industry trends, methods, and technology.
  12. Perform other duties as assigned

MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
Note: An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.

  1. Bachelors degree from an accredited college or university in Transportation, Science or Business Administration or a related field. Four (4) years progressively responsible experience in a document management environment; familiarity with document control systems, contracts, contract administration and Federal Procurement regulations, data analysis, management of projects, analysis of performance trends, and other transportation, maintenance or industrial operations related monitoring and analysis activities.
  2. Five (5) years progressively responsible experience working within a project management-related and document management environment, enterprise wide software, writing and editing technical materials, development and maintenance of manuals, reports, and documents to include two (2) years supervision, work direction and guidance to subordinate staff.
  3. Familiarity with document control systems, contracts, contract administration and Federal Procurement regulations, data analysis, analysis of performance trends, and other transportation, maintenance or industrial operations or engineering related environment related to monitoring and analysis activities.
  4. Must have a valid Drivers License class C, and be able to obtain a Texas class C within 90 days of employment; no DWI/DUI conviction within the last sixty (60) consecutive months, not more than one (1) DWI/DUI on driving record, and not more than three (3) convictions of moving violations within the last thirty six (36) consecutive months on driving record in order to operate DART non-revenue vehicles.
  5. Working knowledge of SQL, Crystal Reports Writer, and Access preferred.
  6. Advanced level of computer skills to manage client server, internet/intranet and software applications such as MS Suite (Word, Excel, Access, PowerPoint), analytical reporting, and parts management etc.
  7. Excellent oral and written communication skills to effectively communicate with supervisory and non-supervisory employees, government entities, consultants, vendors, contractors, and a culturally diverse community in one-on-one, small groups and large groups.
  8. Ability to use rigorous logic and methods to solve difficult problems with effective solutions. Probes all fruitful sources for answers. Can see hidden problems. Is excellent at honest analysis. Looks beyond the obvious and does not stop at the first answers.
  9. Ability to quickly develop technical understanding; good at learning new industry, company or technical knowledge.
  10. Strong team building skills with the ability to motivate others to achieve the strategic vision and goals developed by the division, department and agency.

REPORTING RELATIONSHIP:
Reports to Sr Mgr Bus Maint. Training *

WORKING CONDITIONS:
Works in an environment where there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting DART's operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
