GENERAL SUMMARY:
Directs, oversees, performs and coordinates highly complex business and financial analysis for the Maintenance Department; assists in business process re-engineering, maintains departmental performance management information systems, project/program management information, budgeting and accounting functions.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  1. Develops and manages highly complex business proposals, which includes scope- of-work definition, researching and developing cost estimates, schedules, and budgets.
  2. Performs project/program and performance management functions and business technology integration including the business management of the computerized asset management system.
  3. Reviews, analyzes, and recommends improvements to business and organizational systems.
  4. Reports monthly and quarterly performance metrics working directly with divisions on establishing and reporting accurately and timely results and goals.
  5. Manages Board of Directors agenda development process for the Maintenance Department; prepares technical, statistical, and narrative reports, including Maintenance data for Agency Federal, State and locally required reports.
  6. Prepares and maintains a variety of reports and charts using Crystal Reports, Excel, the departments Asset Management System, and other applicable report formats to identify trends, and verify accuracy of information.
  7. Supervises, maintains, monitors, and develops special projects and programs; supervises subordinate staff as directed.
  8. Acts as a resource to and a liaison between Maintenance divisions and other DART departments and/or external stakeholders regarding technical documentation and related issues.
  9. Remains current on new industry trends, methods, and technology.
  10. Perform other duties as assigned.

MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
Note: An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.

  1. Bachelors degree from an accredited college or university in Transportation, Finance, Business Administration or a related field.
  2. Five (5) years progressively responsible experience in a financial or transportation environment or related field.
  3. Excellent oral and written communication skills to effectively communicate with supervisory and non-supervisory employees, government entities, consultants, vendors, contractors, and a culturally diverse community in one-on-one, small groups and large groups.
  4. Focused and attentive to details.
  5. Ability to demonstrate a fiduciary obligation to section, division, department, and DART in handling materials and information of a confidential nature.
  6. Familiarity with document control systems, contracts, contract administration and governmental procurement guidelines, data analysis, analysis of performance trends, and other transportation, maintenance or industrial operations related environment related to monitoring and analysis activities.
  7. Advanced level of computer skills to manage client server, internet/intranet and software applications such as MS Suite (Word, Excel, Access, PowerPoint), analytical reporting, and parts management etc.
  8. Working knowledge of relational databases, SQL, and Crystal Reports preferred.
  9. Must have a valid Drivers License class A, B, or C, and be able to obtain a Texas class A, B, or C within 90 days of employment; no DWI/DUI conviction within the last sixty (60) consecutive months, not more than one (1) DWI/DUI on driving record, and not more than three (3) convictions of moving violations within the last thirty-six (36) consecutive months on driving record in order to operate DART non-revenue vehicles.
  10. Ability to use rigorous logic and methods to solve difficult problems with effective solutions. Probes all fruitful sources for answers. Can see hidden problems. Is excellent at honest analysis. Looks beyond the obvious and does not stop at the first answers.
  11. Ability to quickly develop technical understanding; good at learning new industry, company or technical knowledge.
  12. Strong team building skills with the ability to motivate others to achieve the strategic vision and goals developed by the division, department and agency.
  13. Ability to work with diverse groups of employees and blend people into effective teams when needed. Creates strong morale and spirit in his/her team. Fosters open dialogue. Defines success in terms of the whole team. Creates a feeling of belonging in the team.

REPORTING RELATIONSHIP:
Reports to Program Mgr IV *

WORKING CONDITIONS:
Works in an environment where there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting DART's operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
