GENERAL SUMMARY:
Responsible for overseeing assigned engineering projects and processes using both technical engineering and administrative leadership skills. Participates in planning, design reviews, specifications development, and project milestones tracking for engineering projects. Perform leadership tasks such as training staff, establishing budgets and assist engineering managers with strategically assigning tasks, setting deadlines for projects, and working on multiple projects at the same time. The role is a leadership role to define best practices in how change is moved through the engineering environment and deliverables expectations are met. The role will require the definition of Change Control Board, Configuration Management, and Accident/Incident Condition Assessment processes. There is also the opportunity to manage vendors deliverables to perform in accordance with DART defined expectations. Acts as strategic technical advisor to Engineering Department Head.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  1. Responsible for making sure Engineering Department cost and schedule restraints are followed and for accurate financial accounting and timely completion of capital projects or special projects of focus.
  2. Manages the Operations Change Control Board, configuration management process, process and weekly meetings.
  3. Participates in user requirements, technical specifications, design specifications, project analysis, implementations and commissioning phases.
  4. Reviews and recommends improvements to existing system designs and provide support in system acceptance testing and validation activities.
  5. Schedules engineering meetings for discussion about new ideas, issues and project status.
  6. Participates in critical project meetings with internal clients, external authorities and regulators.
  7. Provides quality control and review of design reports, progress reports, and project completion reports as assigned.
  8. Facilitates review of asset configuration management systems and processes upon completion of strategic phases.
  9. Acts as a resource to and a liaison between division and various DART departments, as well as with external contacts.
  10. Monitors section budget and budget(s) related to assigned project(s). Upon request, takes actions to correct variances. Participates with budget preparation and periodic reviews.
  11. Analyzes project requirements and accordingly provides technical and functional recommendations.
  12. Responds to customer queries and concerns in a timely fashion.
  13. Evaluates existing engineering processes and recommends improvements and recommend new technologies to improve system performance and reliability.
  14. Prepares a variety of reports for executive and senior management review such as resource allocation, budget, engineering department activities, status reports, etc.
  15. Perform other duties as assigned.

MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
Note: An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.

  1. Bachelors degree from an accredited college or university in Mechanical Engineering, Industrial Safety, Automotive Engineering, Industrial Engineering, Civil Engineering, Electrical Engineering or related field.
  2. Eight (8) years progressively responsible experience in transportation, vehicle, systems and equipment project management and technical support to include a minimum of four (4) years supervising engineering staff engaged in maintenance technical support, project management and configuration management programs.
  3. Registration as a Professional Engineer (PE) in the State of Texas or ability to obtain registration within one (1) year upon hire.
  4. Valid Texas Class A, B, or C drivers license, no Driving While Intoxicated (DWI) conviction within the last (60) consecutive months, not more than (1) DWI on driving record, and not more than (3) convictions of moving violations within the last (36) consecutive months on driving record in order to operate DART non-revenue vehicles.
  5. Pass a physical (medical) examination, which includes a drug screen in order to operate DART non-revenue vehicles.
  6. Strong PC word processing, spreadsheet, project scheduling and presentation software skills. Typical office equipment such as copier, calculator, facsimile, etc.
  7. Ability to be dedicated to meeting the expectations and requirements of internal and external customers; acts with customers in mind; establishes and maintains effective relationships with customers and gains their trust and respect.
  8. Ability to write clearly and succinctly in a variety of communication settings and styles; can get messages across that have the desired effect.
  9. Ability to marshal resources to get things done; uses resources effectively and efficiently; can orchestrate multiple activities at once to accomplish a goal.
  10. Ability to bring the creative ideas of others to market; has good judgment about which creative ideas and suggestions will work; can facilitate effective brainstorming and project how potential ideas may play out in the agency.
  11. Ability to find common ground and solve problems for the good of all; can solve problems with peers with a minimum of noise; is seen as a team player and is cooperative; easily gains trust and support of peers; encourages collaboration.
  12. Ability to use rigorous logic and methods to solve difficult problems with effective solutions; can see hidden problems; is excellent at honest analysis.
  13. Ability to pick up technical things quickly; is good at learning new industry, company or technical knowledge.

REPORTING RELATIONSHIP:
Reports to Sr AVP Engineering *

WORKING CONDITIONS:
Works in a normal office environment. May be moderately exposed to unpleasant / hazardous working conditions due to dust, noise, weather conditions, moving vehicles in the yard or various shop areas while overseeing vehicle and component maintenance and overhauling operations, assuming the incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
