GENERAL SUMMARY:
Performs a variety of functions for Dallas Area Rapid Transit's (DART) Human Capital Department.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  1. Responsible for performing various Human Capital functions as assigned.
  2. Assists in the development and implementation of projects supporting the Human Capital programs.
  3. Reconciles and audits various Human Capital data to ensure compliance and control measures are maintained.
  4. Prepares and maintains files related to employee services.
  5. Develops and conducts surveys and/or research on a variety of Human Capital issues.
  6. Drafts policies and procedures consistent with agency and departmental goals and objectives relative to Human Capital functions.
  7. Conducts various workshops and educates employees about DART benefits.
  8. Prepares a variety of reports for management review.
  9. Performs mail service functions to include picking up mail from a postal facility driving DART vehicle; sorts & distributes mail and parcel packages to appropriate interoffice mail deposits; delivers mail to facilities remote from DART Headquarters; assures receipt and notification of special/certified deliveries to recipients; collects and processes outgoing mail and parcels; ensures economical use of packaging, postage and method of delivery.
  10. Operates and maintains all mail service equipment including courier and express delivery services; tracks and maintains box rentals and postage permits; logs packages received.
  11. Provides data and prepares reports for management review as required.
  12. Processes review and reconciles invoices for mail services to supervisor for approval.
  13. Performs other duties as assigned.

MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
Note: An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.

  1. Associates degree in Business Administration from an accredited college or university with an emphasis in Human Capital/Human Resources, Industrial Psychology, or related field.
  2. Four (4) years progressively responsible experience in a Human Capital or related environment to include experience with one of the following HR suites (Benefits, Talent Acquisition, Learning and organizational development, Finance, Compensation or Human Information Systems or related field) with Knowledge of Human Capital Principles and practices; federal, state and local rules and regulations and to include two (2) years of experience in Administrative Services with knowledge of Mail Room & Reprographics center operations with heavy emphasis on Customer Service.
  3. Possess and maintain a valid Texas Class C or Commercial Drivers License as required by law and not have any delinquent traffic citations. No Driving While Intoxicated (DWI) conviction within the last 60 consecutive months; not more than (1) on driving record. No more than three (3) moving violation convictions within last 36 months. Proficiency with personal computer (PC) and software applications to include Windows, spreadsheet, word processing and database.
  4. Ability to lift objects weighing up to 50 pounds and push & pulling up to 300 pounds.
  5. Ability to demonstrate a fiduciary obligation to section, division, department, and DART in handling materials and information of a confidential nature.
  6. Ability to be dedicated to meeting the expectations and requirements of internal and external customers. Gets first-hand customer information and uses it for improvements in products and services. Acts with customers in mind. Establishes and maintains effective relationships with customers and gains their trust and respect.
  7. Ability to make good decisions (without considering how much time it takes) based upon a mixture of analysis, wisdom, experience, and judgment). Most of his/her solutions and suggestions turn out to be correct and accurate when judged over time. Sought out by others for advice and solutions.
  8. Ability to pick up on technical things quickly. Can learn new skills and knowledge. Is good at learning new industry, company, product, or technical knowledge. Does well in technical courses and seminars.
  9. Ability to quickly find common ground and solve problems for the good of all. Can represent his/her own interests and yet be fair to other groups. Can solve problems with peers with a minimum of noise. Is seen as a team player and is cooperative. Easily gains trust and support of peers. Encourages collaboration. Can be candid with peers.
  10. Ability to use rigorous logic and methods to solve difficult problems with effective solutions. Can see hidden problems. Is excellent at honest analysis. Looks beyond the obvious and does not stop at the first answers.

REPORTING RELATIONSHIP:
Reports to Director, People Center & EE *

WORKING CONDITIONS:
Works in an environment where there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting DART's operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
