GENERAL SUMMARY:
Performs a variety of highly technical and analytical service planning and development activities such as demographic and geospatial analysis, ridership reporting and projection, service performance evaluation, Title VI equity analysis, and Origin-Destination survey research and analysis, to support various transit service planning projects for Dallas Area Rapid Transits (DART) Service Planning Department.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  1. Conducts acquisition, creation, and visualization of planning datasets such as geographic information system (GIS) data, automatic passenger count (APC) data, demographic data, fare data, aerial photography data, and geo-referenced survey results.
  2. Prepares technical reports and correspondence to make recommendations regarding service planning issues and programs based on ridership, demographic, geospatial analysis, market studies, needs, and travel patterns using strong GIS and analytic skills.
  3. Develops and coordinates timely and accurate ridership reports based on DART ridership reporting techniques and according to agency requirement.
  4. Evaluates service performance relative to approved standards and makes recommendations to increase ridership and improve service efficiency.
  5. Develops transit usage trend analysis based on historical data and statistical projection.
  6. Presents the appropriate information, analysis, and visualization required to be included in analysis, reports, project, and plans to support good decision-making process for internal communications, and interaction with Board or other outside bodies.
  7. Develops responses to data analysis requests made by internal departments or external stakeholders, including statistics and metrics for measuring operational efficiency and success.
  8. Coordinates various DART surveys and analyze surveys data to understand demographic characteristics, travel behaviors, fare payment, and customer satisfaction.
  9. Manages and supports special projects or research of transit related topics such as mobility on demand for Service Planning department.
  10. Develops, submits for approval, and monitors project and contract budget(s) and takes action to correct variances and participates with periodic budget reviews. Prepare invoices for management review.
  11. Makes formal presentations to staff, consultants, government entities and other related parties as required to communicate project(s) performance.
  12. Researches, evaluates, and remains current on new industry trends, methods, and technology.
  13. Performs other duties as assigned.

MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
Note: An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.

  1. Bachelors degree or higher from an accredited college or university in Civil Engineering, City and Regional Planning, Transportation, or a related field.
  2. Three (3) years of progressively responsible experience in transit service planning and analysis or related field with a Bachelors degree; or 1 year of experience if with a graduate school degree.
  3. Pass a physical (medical) examination that includes a drug screen in order to operate DART non-revenue vehicles.
  4. Very strong technical and analytical skills to find solutions to professional, technical, and administrative problems. Attention to details. Ability to multitask.
  5. Advanced use of PC and software applications to include word processing, spreadsheet, database, presentation software, statistical analysis programs, geographic information systems, and other related planning software applications.
  6. Knowledge of methods and practices involved in transit service planning (ridership estimation, demographic analysis, geospatial analysis, cost estimation, principles of service scheduling).
  7. Ability to be dedicated to meeting the expectations and requirements of internal and external customers. Gets first-hand customer information and uses it for improvements in products and services. Acts with customers in mind. Establishes and maintains effective relationships with customers and gains their trust and respect.
  8. Ability to make good decisions (without considering how much time it takes) based upon a mixture of analysis, wisdom, experience, and judgment). Most of his/her solutions and suggestions turn out to be correct and accurate when judged over time. Sought out by others for advice and solutions.
  9. Ability to pick up on technical things quickly. Can learn new skills and knowledge. Is good at learning new industry, company, product, or technical knowledge. Does well in technical courses and seminars.

REPORTING RELATIONSHIP:
Reports to Dir Srv Plan Research&Analysis*

WORKING CONDITIONS:
Works in an environment where there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting DART's operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
