GENERAL SUMMARY:
Provides technical and functional support of agency-wide software, to include serving as project manager, project leader, and business analyst of DART's major solutions to include Spear, Trapeze and Lawson. Analyzes and documents complex business reviews of end-user requests for IT applications and services in the areas of Human Resources, Finance, Procurement, Accounts Payable, Purchase Orders, Vehicle Maintenance System, Material Control, OPS, Customer Service, Paratransit, Service Planning and various applications. Develops viable and cost-effective business solutions and coordinates and communicates integration. Provides leadership function and mentors other business analysts with less experience.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  1. Provides a high degree of application functional expertise in a variety of the field concepts, practices, and procedures and provides consultation on complex projects.
  2. Analyzes and defines software systems, functions, business processes and user needs.
  3. Researching transactional issues, identifying root cause and driving resolutions.
  4. Develops and oversees system implementation schedules to ensure timely project completion.
  5. Provides support and training to user personnel based on IT projects and initiatives.
  6. Produces/maintains agency-wide system communications and documentations.
  7. Programs or create modifications to existing applications as necessary based on project requirements. Follow established standards and best practices for the design, coding, and testing of software.
  8. Creates test plans, test files, and scripts for unit testing through integration testing. Works with users to validate system testing and conformity with functional requirements.
  9. Follows appropriate change management and implementation procedures. Ensures that appropriate technical and functional documentation is prepared. Coordinate the implementation process
  10. Provides technical troubleshooting and coordinates support with vendors. Provides support to new applications during and after implementation.
  11. Develop, review, analyze, and maintain service level agreements and service requests between departments and IT.
  12. Perform other functions as assigned, including MS Access, Crystal, RippleStone, FileNet and other applications.

MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
Note: An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.

  1. Bachelors degree from an accredited college or university in Business Administration, Computer Science, or related field.
  2. Six (6) years related experience in project management, business analysis, or information technology to include two (2) years experience developing, maintaining, and working within enterprise development organization to include business analysis, applications support, and system administration and configuration.
  3. Proficient knowledge of business applications in the following areas: Human Resources, Payroll, Finance, Procurement, Accounts Payable, Purchase Orders, Vehicle Maintenance, Material Control, OPS, Customer Service, Paratransit and Service Planning.
  4. Ability to be dedicated to meeting the expectations and requirements of internal and external customers. Gets first-hand customer information and uses it for improvements in products and services. Acts with customers in mind. Establishes and maintains effective relationships with customers, as a result gains their trust and respect.
  5. Ability to pick up on technical concepts and issues quickly. Can learn new skills and knowledge. Is good at learning new industry, company, product, or technical knowledge. Does well in technical courses and seminars.
  6. Ability to use his/her time effectively and efficiently. Values time. Concentrates his/her efforts on the more important priorities. Gets more done in less time than others. Can attend to a broader range of activities.
  7. Ability to learn quickly when facing new problems. A relentless and versatile learner. Open to change. Analyzes both successes and failures for clues to improvement. Is a problem solver, seeks many alternatives to find the right solutions. Enjoys the challenge of unfamiliar tasks. Quickly grasps the essence and the underlying structure of anything.

REPORTING RELATIONSHIP:
Reports to EVP Admininstrative Officer *

WORKING CONDITIONS:
Works in an environment where there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting DART's operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
