GENERAL SUMMARY:
Provides technical and functional support of agency-wide ERP (Enterprise Resource Planning) software, to include serving as project manager, project leader, and systems administration of DARTs major ERP solutions to include Spear, Trapeze and Lawson. Analyzes and documents complex business reviews of end-user requests for IT applications and services in the areas of Human Capital, Finance, Procurement, Accounts Payable, Purchase Orders, Vehicle Maintenance System, Material Control, OPS, Customer Service, Paratransit, Service Planning and various ERP applications. Develops viable and cost-effective business solutions and coordinates and communicates integration.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  1. Provides a high degree of application functional expertise in a variety of the field concepts, practices, and procedures and provides consultation on complex projects.
  2. Develops and oversees ERP implementation schedules to ensure timely project completion.
  3. Provides support and training to user personnel based on IT projects and initiatives.
  4. Produces/maintains agency-wide ERP communications and documentation.
  5. Programs or creates modifications to existing applications as necessary based on project requirements. Follows established standards for the design, coding, and testing of software.
  6. Creates test plans, test files, and scripts for unit testing through integration testing. Works with users to validate system testing and conformity with functional requirements.
  7. Follows appropriate change management and implementation procedures. Ensures that appropriate technical and functional documentation is prepared. Coordinates the implementation process
  8. Provides technical troubleshooting and coordinates support with vendors. Provides support to new applications during and after implementation.
  9. Performs ERP software environment, application, and client upgrades and patch installations.
  10. Continually keeps abreast of technical skills to support new ERP software requirements and researches various aspects of ERP tools and software for agency implementation.
  11. Works with ERP Web development software and interfaces; configures Web Portals.
  12. Develops, reviews, analyzes, and maintains service level agreements and service requests between departments and IT. Maintains vendor website for ticket issuance and administration.
  13. Perform other functions as assigned, including MS Access, Crystal, RippleStone, FileNet and other applications.

MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
Note: An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.

  1. Bachelors degree from an accredited college or university in Business Administration, Computer Science, or related field.
  2. Five (5) years related experience in project management, business analysis, or information technology to include two (2) years experience developing, maintaining, and working with Lawson, Spear, or Trapeze enterprise software to include business analysis, applications support, and system administration and configuration.
  3. Proficient knowledge of Spear, Trapeze, and/or Lawson ERP business applications in the following areas: Human Resources, Payroll, Finance, Procurement, Accounts Payable, Purchase Orders, Vehicle Maintenance, Material Control, OPS, Customer Service, Paratransit and Service Planning. Other ERP experience may be considered.
  4. Ability to be dedicated to meeting the expectations and requirements of internal and external customers. Gets first-hand customer information and uses it for improvements in products and services. Acts with customers in mind. Establishes and maintains effective relationships with customers and gains their trust and respect.
  5. Ability to make good decisions (without considering how much time it takes) based upon a mixture of analysis, wisdom, experience, and judgment). Most of his/her solutions and suggestions turn out to be correct and accurate when judged over time. Sought out by others for advice and solutions.
  6. Ability to pick up on technical issues and knowledge quickly. Can learn new skills and knowledge. Is good at learning new industry, company, product, or technical knowledge. Does well in technical courses and seminars.

REPORTING RELATIONSHIP:
Reports to Senior Manager-ERP *

WORKING CONDITIONS:
Works in an environment where there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting DART's operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
