GENERAL SUMMARY:
Provides high level technical support for various network and computer infrastructure systems and platforms to include addressing and resolving complex technical issues, developing, implementing, and administering enterprise networks and systems, and providing technical expertise to internal/external contacts in a 24 hour 7 days a week operation. Responsible for supporting the agency network at DART and supporting the connectivity and security around all networking devices. Provides guidance to Technical Support Specialists.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  1. Support and maintenance of network infrastructure, including switches, routers, firewalls, and wireless infrastructure.
  2. Onsite and remote installation, upgrade, and configuration of core, edge, and access networking equipment.
  3. Troubleshoot escalated network related tickets from service desk. Provide hands-on and remote support for end users as necessary.
  4. Manage IP addressing scheme, VPN sites, and client VPN connections.
  5. Manage backup and recovery of all network devices.
  6. Participate in change management, incident review, and root cause analysis as needed.
  7. Maintain up-to-date documentation on network infrastructure diagrams, procedures, and policies.
  8. Initiates and creates enterprise strategies and plans for network system administration and security. Collaborates in the development and deployment of the Disaster Recovery Plan.
  9. Participates in infrastructure planning and network architecting. Identify gaps and areas of improvement. Validate overall network availability, security, redundancy, and business continuity.
  10. Respond to security and intrusion alerts and work with operations and application teams to address and remediate issues.
  11. Monitor health and performance of entire network infrastructure. Conduct troubleshooting and escalation as necessary. Document actions in ticketing system.
  12. Performs other duties as assigned.

MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
Note: An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.

  1. Bachelors degree from an accredited college or university in Computer Science, Information Systems, Business Administration or related field.
  2. Five (5) years experience working with data network and voice network technologies to include three (3) years managing firewalls, routers, WAN vendors or related functions.
  3. Knowledge of SCADA system connectivity and security a plus.
  4. Ability to manage and maintain an enterprise firewall, DMZ and VPN devices and clients.
  5. Industry recognized network certifications is preferred but not required.
  6. Ability to demonstrate a working knowledge of network hardware, software, and associated equipment.
  7. Ability to work variable work hours. Available in the event of required emergency response.
  8. Exemplary analytical and creative skills to find solutions to complex technical problems.
  9. Friendly, clear and courteous communicator (written and oral) who enjoys being an active member of a technical team focused on providing highly valued solutions to critical business customers and technical peers at all levels, both inside and outside of DART.
  10. Ability to be dedicated to meeting the expectations and requirements of internal and external customers. Gets first-hand customer information and uses it for improvements in products and services. Acts with customers in mind. Establishes and maintains effective relationships with customers and gains their trust and respect.

REPORTING RELATIONSHIP:
Reports to Manager of Systems Engineering*

WORKING CONDITIONS:
Works in an environment where there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting DART's operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
