GENERAL SUMMARY:
Responsible for the design, development and implementation of web applications and processes. Provides oversight for content management, workflow, security, document imaging, user accounts and administration of web site. Works closely with cross-functional teams to design and implement solutions. Identifies and evaluates alternatives for client requirements.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  1. Manages the project development process for web-based applications from kick-off through launch and application enhancement. Responsible for delivering projects on time and within budget. Has budgetary responsibility for approximately $300,000.
  2. Provides leadership and assistance for all internal and external web initiatives to include developing and implementing web applications and internally communicating web capabilities.
  3. Provides consultation and project coordination services to staff and business partners to meet service level requirements. Coordinates service delivery with network planning, desktop support and other service delivery groups to meet required service levels.
  4. Evaluates new technologies and promotes usage of technology and applications among various users.
  5. Solicits and manages contract services for programming and technical assistance.
  6. Manages all business processes, training materials, client support, and implementation services integrated into web application program.
  7. Develops and oversees DARTs web content management policies and procedures.
  8. Performs other duties as assigned.

MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
Note: An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.

  1. Bachelors Degree from an accredited college or university in Information Systems, Computer Science, Business or related field.
  2. Seven (7) years related experience and/or training to include at least two (2) years supervisory/management experience in designing Web sites to include layout, design and content interactivity/management; managing application development for web-enable business activities; working with teams and managing projects to implement new systems and processes.
  3. Working knowledge of application development life cycles, as well as development methodologies and processes.
  4. Ability to be dedicated to meeting the expectations and requirements of internal and external customers. Gets first-hand customer information and uses it for improvements in products and services. Acts with customers in mind. Establishes and maintains effective relationships with customers and gains their trust and respect.
  5. Ability to write clearly and succinctly in a variety of communication settings and styles. Can get messages across that have the desired effect.

REPORTING RELATIONSHIP:
Reports to Head of IT PMO & Fin Perf *

WORKING CONDITIONS:
Works in an environment where there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting DART's operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
