GENERAL SUMMARY:
Provides leadership, functional and operational direction for the DART Information Technology Department, ensuring continuous improvement of the development and operational processes, and the delivery of value to the business. Manages teams and employees to successfully deliver projects on schedule, scope, budget and quality.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  1. Manages the ERP application platform for the Agency ensuring no interruption to production and adherence to SLAs and SLOs
  2. Manages Technology off-the-shelf implementation or development projects from Initiating to Closing.
  3. Manages application support for the domain of responsibility according to SLAs and SLOs
  4. Follows SDLC, ITIL and Project Management methodologies such as PMBOK and Agile thru Technology projects life cycle across DART Technology department.
  5. Provides leadership throughout the Agency creating a culture of dependability, quality and value-add deliverables.
  6. Evaluate and propose recommendations of how the Enterprise solutions can be used to best support the agency business.
  7. Effectively collaborate with peers and internal/external Business to define and prioritize projects and resources according to Agency goals.
  8. Manages technical staff to achieve project targets and priorities. Plans, directs, and coordinates the activities of assigned projects and support functions to ensure that projects are completed on scope, schedule and budget.
  9. Responsible for maintaining the Service Catalogue of the managed domain.
  10. Develops section budget and monitors budget for variances.
  11. Design, develop, implement and coordinate systems policies and procedures
  12. Performs other duties as assigned.

MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
Note: An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.

  1. Bachelor degree from an accredited college or university in Computer Science, Business, Information Systems or related field.
  2. Eight (8) years hands-on project management experience with waterfall or agile methodologies in a technology environment to include eight (8) years supervisory experience managing small to mid size teams of engineers and applications functional experts.
  3. Highly desirable certifications: PMP, Scrum Master, ITIL, CobIT and Enterprise Resource Planning (various)
  4. Strong analytical abilities required, interacting with customers and staff to evaluate work and provide Agency-wide software support.
  5. Demonstrated knowledge and practice of IT processes such as SDLC, PMBOK, Scrum, CobIT and ITIL.
  6. Demonstrated ERP system implementation and administration experience in a leadership role in a medium to large enterprise.
  7. Commitment to Excellence and Customer First culture, capable of striking partnership with the Business.   12. Ability to accurately scope out length and difficulty of tasks and projects. Sets objectives and goals. Capable of building project schedules all the way to WBS and individual assignments. Measures performance against goals and evaluates results.
  13. Critical thinking; can anticipate risks and manage them successfully.

REPORTING RELATIONSHIP:
Reports to Enterprise App Delivery Leader*

WORKING CONDITIONS:
Works in an environment where there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting DART's operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
