GENERAL SUMMARY:
The person in this leadership role is accountable for the IT infrastructure in the enterprise. The Infrastructure Platform Leader is responsible for the effective and efficient design and engineering of Technology infrastructure used to support all business processes across the enterprise. This individual will have a diversified background of technical infrastructure experience, demonstrated project management acumen, excellent vendor management skills, plus a superior, service-oriented approach to infrastructure engineering. This individual is also responsible for coordination with Security and Enterprise Architecture resources to ensure that quality, efficiency and agility goals are achieved. As a member of the Technology leadership team, the role sponsors to the development and execution of the Infrastructure and Technology Operations strategy, and ensures its alignment with the enterprise's Technology and business strategy and the delivery of capabilities required to achieve business success. The role leads the data center, corporate infrastructure, including the process control network and IT operations.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  1. Manage employees and set goals for the technology infrastructure with Dallas Area Transit Agency (DART).
  2. Effectively collaborates with peers in technology and throughout the DART agency. Evaluates and proposes recommendations of how core and emerging technologies can be used to best support the agency business.
  3. Builds and maintains relationships with other Technology leaders to develop a clear understanding of business needs; ensures cost-effective infrastructure solutions are in place to meet those needs and responds with agility to changing business priorities.
  4. Provides oversight for the design and development of Technology infrastructure platforms that fulfill the needs of the business.
  5. Leads the development of the infrastructure aspects of the Technology strategy and roadmap and ensures its integration with the broader IT and enterprise strategic plans.
  6. Works with the enterprise architecture team to ensure that the Technology infrastructure enables necessary applications and business processes.
  7. Interviews, selects, develops, supervises, directs, evaluates, counsels, and if necessary, recommends termination of subordinate personnel in accordance with established policies, procedures, and guidelines to include Equal Employment Opportunity and Affirmative Action (EEO/AA) programs goals and objectives.
  8. Establishes technical best practices and frameworks for the technical workforce at the agency including ITIL, SDLC, and other industry best practices.
  9. Responsible for all aspects of implementation of projects within area. Directs development of and monitors detailed work plans, schedules, project estimates, resource plans and status reports. Resolves issues resulting in effect on scope and timeline. Ensures that the objectives of the projects are accomplished on time within budget parameters.
  10. Develops and controls the infrastructure annual operating and capital expenditure budget for I&O and manages expenses to stay within plan.
  11. Maintains currency on new technologies and platforms, and provides direction on what emerging infrastructure technologies should be introduced, integrated and assimilated within infrastructure.
  12. As a member of the Technology Leadership Team, contributes to defining and executing Technology strategic plans and the continuous improvement of the Technology department service delivery capabilities.
  13. Develops section budget and manages expenditures to minimize variances.
  14. Perform other duties as assigned.

MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
Note: An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.

  1. Bachelors degree from an accredited college or university in Computer Science, Information Technology or related field.
  2. Ten (10) years senior management level experience related to technical operations, and architecture, to include five (5) years supervising staff engaged in applications systems.
  3. Expert knowledge of networking and network engineering.
  4. Comprehensive knowledge of methods and techniques of technical operation including data center hosting, service level agreements and vendor management.
  5. Comprehensive knowledge about cloud computing and how to best leverage and manage the adoption within an enterprise.
  6. Ability to be dedicated to meeting the expectations and requirements of internal and external customers. Gets first-hand customer information and uses it for improvements in products and services. Acts with customers in mind. Establishes and maintains effective relationships with customers and gains their trust and respect.
  7. Ability to write clearly and succinctly in a variety of communication settings and styles. Delivers messages that have the desired effect.

REPORTING RELATIONSHIP:
Reports to EVP Admininstrative Officer *

WORKING CONDITIONS:
Works in an environment where there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting DART's operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
