GENERAL SUMMARY:
The IT Applications Architect is responsible for the design, implementation, integrity and support of DARTs enterprise architecture systems. Provides top level technical expertise, to include addressing and resolving complex technical issues. The primary responsibility of the Web Application Architect is to provide the overall technology guidance and structure for creating and maintaining the web services backend for the companies? software platform. They will direct the backend design of new applications from conception to completion and oversee the technical staff involved with the development project. Candidates must have strong problem-solving and analytical skills, as well as creativity and the ability to work with abstract concepts. The candidate will work with technical teams and end-users to successfully develop applications. The candidate will also participate in the development of web services, often taking on more complicated programming responsibilities. Develops solutions for agency enterprise systems in coordination with the technology principles, standards, and practices established by the IT Enterprise Architect. Provides formal technical guidance and informal assistance to Enterprise System Engineers. Develops Best Practices and Architecture Guidelines for solving common issues within the DART development organization.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  1. Develops designs and oversees the implementation of enterprise systems. Establishes hardware and software migration best practices, designs and analyzes requirements and specifications and develops production migration procedures. Provides specifications for the acquisition of tools as required.
  2. Works with application development team to solve technical challenges with industry best practices.
  3. Addresses and resolves complex technical issues with internal/external customers, including assisting with problems escalated through the Desktop Support (Tier-1) and Network and Operations Center (Tier-2).
  4. Develops and maintains precise system documentation, guidelines and presentations for management review.
  5. Initiates and creates enterprise strategies and plans for systems administration and security. Prepares and maintains storage management plans, including routine backups, long-term archives, and disaster recovery support. Collaborates in the development and deployment of the Disaster Recovery Plan.
  6. Analyzes enterprise system performance. Develops and implements system performance improvements.
  7. Participates in development activities including code reviews, as well as coding and testing of new enhancements.
  8. Performs other duties as assigned.

MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
Note: An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.

  1. Bachelors Degree from an accredited college or university in Computer Science, Information Systems, Business Administration or related field.
  2. Seven (7) years of experience with Enterprise software development to include two (2) years of experience working in architecture capacity within an enterprise development organization.
  3. Ability to be dedicated to meeting the expectations and requirements of internal and external customers. Gets first-hand customer information and uses it for improvements in products and services. Acts with customers in mind. Establishes and maintains effective relationships with customers and gains their trust and respect.
  4. Broad knowledge of Microsoft technology, frameworks, solutions, and tools
  5. Database architecture with SQL Server 2008 R2 and/or 2012 including normalized design, stored procedures, and reporting services
  6. Experience with Microsoft Visual Studio 2010, and/or 2012.
  7. .NET Framework 1.1 to 4.5, and its implementation using C#.NET
  8. Application architecture and design of custom and packaged solutions using leading edge technologies (Java, JEE, C#, REST, SOAP, UML, SOA, API management, web/mobile platforms, frameworks (spring, Hibernate) etc.).
  9. Security architecture and principles (Authentication, authorization, single sign on, encryption.
  10. Ability to write clearly and succinctly in a variety of communication settings and styles. Can get messages across that have the desired effect.
  11. Ability to step up to conflicts, seeing them as opportunities. Read situations quickly. Good at focused listening. Can hammer out tough agreements and settle disputes equitably. Can find common ground and get cooperation with minimum noise.

REPORTING RELATIONSHIP:
Reports to Manager IT Web and Mobile Dev *

WORKING CONDITIONS:
Works in an environment where there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting DART's operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
