GENERAL SUMMARY:
Responsible for directing, overseeing, initiating and managing activities within the Shared Services and Integrative organization leveraging best practices. This is a leadership position and will responsible for team(s) and expected to manage people, objectives and outcomes. The position will be a centralized function and must work with partners throughout the Technology organization and the Businesses. The position will be responsible for delivering projects focused at developing predictable and on time deliverables to the Agency; Departmental Budgets, performance metrics, Technology, Training and Quality Assurance Services..

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  1. Customer Advocate for and liaison to the Service Delivery organization from the Technology Department. Integrates smoothly and consistently into the SD organization to understand their priorities, initiatives and issues and to recommend solutions that improve their business execution.
  2. Hires, leads and motivates an organization of technology professionals.
  3. Aligns technology initiatives with the 5-Star commitment to exceptional customer experience.
  4. Manages employees leveraging best practices from the Project Management Office, Quality Assurance and Learning to enable quality within the development organization.
  5. Establishes and manages quality assurance services directed to deliver foundational components for the business organization.
  6. Effectively collaborates with peers and internal/external user communities to define projects and prioritize resources based on DART agency goals.
  7. Ensures applications are delivered with highest level of quality.
  8. Manages all aspects of implementation of projects within area. Directs development of and monitors detailed work plans, schedules, project estimates, resource plans and status reports. Resolves issues resulting in affect on scope and timeline. Ensures that the objectives of the projects are accomplished on time within budget parameters.
  9. Responsible for department budget development and reporting.
  10. Performs other duties as assigned.

MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
Note: An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.

  1. Bachelors degree from an accredited college or university in Business, Computer Science, Information Technology or related field.
  2. Ten (10) years management level experience in Financial/Budget Development, Project Management office or Application Development to include five (5) years supervising staff engaged in Budgeting, Project Management and/or Application Development.
  3. Ability to be dedicated to meeting the expectations and requirements of internal and external customers. Gets first-hand customer information and uses it for improvements in products and services. Acts with customers in mind. Establishes and maintains effective relationships with customers and gains their trust and respect.
  4. Ability to write clearly and succinctly in a variety of communication settings and styles. Delivers messages that have the desired effect.

REPORTING RELATIONSHIP:
Reports to EVP Admininstrative Officer *

WORKING CONDITIONS:
Works in an environment where there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting DART's operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
