GENERAL SUMMARY:
Manages several related projects with the responsibility for delivering the intended business value. Manages complex implementation, application development and/or infrastructure projects within the ITS team and other related parties. Relies on best practices and guidelines to manage projects and accomplish agency goals.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  1. Focus is on ITS projects involving vehicle systems and communications. Oversees multiple project deliverables to ensure broader goals are being accomplished.
  2. Develops and maintains ITS roadmap and direction ensuring appropriate insertion of new technologies.
  3. Structures and manages integrated, multi-track projects and/or programs of multiple projects.
  4. Leads the development and tracking of integrated project plans
  5. Oversees project estimations and staffing. Oversees the development of project deliverables.
  6. Assesses and manages risk within, and across, multiple projects. Maintains project tracking and information systems.
  7. Facilitates the definition of project scope, requirements, deliverables and activities.
  8. Develops relationships with, and ensures the appropriate participation of key client, stakeholders, client executives, and vendors.
  9. Prepares and maintains project documentation including but not limited to Request for Proposals, Statements of Work, Project Charter, Communication Plans, Project Schedules and Lessons Learned.
  10. Oversees the project schedule, secures resources, assigns responsibility to project activities, and monitors project progress.
  11. Prepares and presents project status to management.
  12. Establishes and maintains a relationship with vendors.
  13. Builds and maintains working relationships with team members and other departments involved in the projects.
  14. Contributes to the development and continuous improvement of project management standards and practices.
  15. Remains current on industry issues, trends, and new methods through trade journals, seminars, workshops, and conferences.
  16. Must be forward looking. Continually scans the industry for innovative ITS solutions. Plans for orderly insertion of new technologies with enterprise architecture.
  17. Performs other duties as assigned.

MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
Note: An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.

  1. Bachelors Degree from an accredited college or university in Electrical Engineering, Computer Science, Transportation Engineering, Management Information Systems or related field.
  2. Minimum of seven (7) years experience in project managing software implementation, application development or infrastructure projects to include experience working with ITS and Vehicle systems.
  3. Knowledge of methods and techniques of application systems environments, Web based applications and relational database management.
  4. Knowledge of MS Project, MS Office (Word, Excel, PowerPoint).
  5. Must have and maintain a P.E. or PMP Certification.
  6. Ability to be dedicated to meeting the expectations and requirements of internal and external customers. Gets first-hand customer information and uses it for improvements in products and services. Acts with customers in mind. Establishes and maintains effective relationships with customers and gains their trust and respect.
  7. Ability to write clearly and succinctly in a variety of communication settings and styles. Can get messages across that have the desired effect.

REPORTING RELATIONSHIP:
Reports to Head of ITS *

WORKING CONDITIONS:
Works in an environment where there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting DART's operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
