GENERAL SUMMARY:
Coordinates moderately complex rail, bus, police vehicles, facility surveillance, in car surveillance and communications systems in coordination with other DART Departments, government entities, consultants and other related parties for DART Police Department. Also responsible for identifying the need for systems implementations and configurations related to all DART Police Department technology, changes to systems security management, software fixes, cyclical upgrades and patch control. Responsible for departmental reporting needs and report development using various software reporting tools.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  1. Recommends, manages, and tracks project change, risk, and issues, as well as recommends and implements corrective action and risk mitigation plans.
  2. Manages personnel to ensure projects and equipment are on track and accounted for at all times, to include, but not be limited to developing project schedules, securing resources, assigning responsibility to project activities and equipment, and monitoring project progress and equipment.
  3. Performs project analysis, scoping, and cost estimating to assess appropriateness of approach and cost effectiveness of proposed projects.
  4. Performs project acceptance inspections and coordinates the acceptance of surveillance systems and police communications equipment on behalf of DART and the DART Police Department.
  5. Develops, submits for approval, and monitors project budgets. Takes action to correct variances.
  6. Builds and maintains working relationships with team members and other departments involved in the projects, to include providing the primary interface between contractors and DART, and acting as a resource to and liaison between the DART Police Department and various departments within DART, as well as external contacts,
  7. Analyzes and evaluates police system applications and related Oracle and/or MS SQL databases.
  8. Implements, designs, and maintains required application interfaces.
  9. Ensures system policy/configuration change implementation and approval.
  10. Assists users in analyzing and originating software related data maintenance efforts and produces and/or maintains complete software upgrades, patch documentation, and assists in producing and maintaining system documentation.
  11. Documents solutions to issues that arise and to special systems installed, as well as documents and coordinates resolutions to software and police systems related problems.
  12. Remains current on industry issues, trends, and new methods through trade journals, seminars, workshops, and conferences.
  13. Prepares and presents project status to management, as well as prepares a variety of reports for management review.
  14. Performs other duties as assigned.

MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
Note: An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.

  1. Bachelors degree from an accredited university in Computer Science, Management Information Systems, Technology, or related field.
  2. Six (6) years progressively responsible experience in support of computer hardware and/or software.
  3. Must be able to be on-call on a rotating basis or as assigned by supervisor to respond to an emergency incident seven (7) days a week, twenty-four (24) hours a day.
  4. No Felony convictions, no Class A Misdemeanor convictions within the last ten (10) years, and no Class B Misdemeanor convictions (including DWI) within the last five (5) years.
  5. Effective interpersonal skill to communicate, both verbally and in writing, with all levels of supervisory and non-supervisory employees, government entities, a culturally diverse community, and others both inside and outside of DART.
  6. Communication skills to organize and present in oral or written form all types of factual information derived from a variety of original and secondary sources.
  7. Strong analytical, organizational and reasoning skills and ability to work with rapidly changing projects, to find solutions to moderately complex problems, and to independently diagnose and recommend problem resolutions. Ability to use rigorous logic and methods to solve difficult problems with effective solutions. Can see hidden problems. Is excellent at honest analysis. Looks beyond the obvious and does not stop at the first answers.
  8. Manage time effectively and to plan, organize, and prioritize tasks with attention to details. Ability to accurately scope out length and difficulty of tasks and projects. Sets objectives and goals. Breaks down work into the process steps. Develops schedules and task/people assignments. Anticipates and adjusts for problems and roadblocks. Measures performance against goals. Evaluates results.
  9. Proficient using PC to include software applications, standard operating systems, applications, utilities, and hardware.
  10. Intermediate knowledge of database applications such as SQL, Oracle, RDB, and reporting application such as Crystal reports, MS Access, etc.
  11. Ability to pick up on technical information quickly; can learn new skills and technical knowledge; is good at learning new industry, company, product, or technical knowledge.
  12. Ability to be dedicated to meeting the expectations and requirements of internal and external customers. Gets first-hand customer information and uses it for improvements in products and services. Acts with customers in mind. Establishes and maintains effective relationships with customers and gains their trust and respect.
  13. Ability to demonstrate a fiduciary obligation to section, division, department, and DART in handling materials and information of a confidential nature.
  14. Valid Texas Class C Drivers License. No Driving While Intoxicated (DWI) conviction within the last 60 consecutive months; not more than one (1) on driving record. No more than three (3) moving violation convictions within last 36 months in order to operate DART non-revenue vehicles, or drive in the course and scope of job.
  15. Must be able to lift 50 pounds safely. This includes items such as PCs, monitors, printers, and other peripherals.
  16. Certification as Project Management Professional (PMP) is desirable, but not essential.

REPORTING RELATIONSHIP:
Reports to DART Police Sergeant *

WORKING CONDITIONS:
Works in an environment where there is exposure to dust, noise, or temperature. May be exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
