GENERAL SUMMARY:
Performs and oversees a variety of complex functions for Dallas Area Rapid Transit's (DART) Human Capital, Talent Acquistion Department.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  1. Responsible for overseeing the work, and mentoring/coaching of the HC Specialist I-Talent staff.
  2. Provides and ensures customer service contact to candidates, applicants, and vendors regarding the recruiting process and advises DART Managements and designated hiring managers of the recruitment process for assigned open positions.
  3. Develops and implements recruitment plans including the preparation and distribution of job announcements, selection and placement of advertisements and determination of openings and closing dates.
  4. Communicates with applicants selected to move forward in the process, converses with the respective hiring officials, and secures and maintains confidential exams, personnel records and files, etc.
  5. Collects data, conducts analysis, and prepares reports for management review.
  6. Initiates employment related actions with selected candidate to include documentation of interviews for Equal Employment Opportunity (EEO) and Affirmative Action (AA) purposes.
  7. Approves requests for medical services for pre-employment physicals, background investigations, advertisements, etc. and completes the required employment forms. Conducts new employee orientation.
  8. Develops and participates in outreach efforts, such as job fairs and community/civic activities by representing DART in an effort to attract qualified applicants to DARTs applicant pool.
  9. Coordinates and oversees the applicant tracking system, receives and implements updates, answers questions and resolves issues regarding the system.
  10. Assists with planning, development, communication, and administration of DART recruitment information designed to educate and improve the talent acquisition process.
  11. Responsible for input of new hire information into Lawson system and the upkeep of new employee documentation, and conducting new hire orientation.
  12. Maintains organized accurate documentation on all candidates, searches, hiring manager interactions, and other recruiting activities to ensure compliance.
  13. Recommends, documents and implements Standard Operating Procedures. Maintains Standard Operating Procedures as well as master Talent Acquisition document files relating to DART.
  14. Performs other duties within the Talent Acquisition function as well as other Human Capital functions as assigned.

MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
Note: An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.

  1. Bachelors degree from an accredited college or university in Business Administration or related field.
  2. Five (5) plus years progressively responsible experience in Human Capital to include experience with one of the following suites (Benefits, Talent Acquisition, Learning and Organizational development, Compensation, Financial/Accounting or Human Information Systems or related field) with Knowledge of Human Capital principles and practices; federal, state and local rules and regulations to include one (1) year experience managing projects or a project management certificate and demonstrated knowledge of creating standard operating procedures.
  3. Must be able to develop fundamental knowledge of DART recruitment policies and procedures in DARTs standard operating procedures.
  4. Must become a proficient user of the Lawson and Filenet information system modules necessary to perform assigned duties and responsibilities.
  5. Proficiency with personal computer (PC) and software applications to include Windows, spreadsheet, word processing and database. Demonstrated knowledge and application of Lawson spreadsheets, and Crystal Reports programs. Demonstrated knowledge of excel formulas to include pivot point, vloop up and other validation formulas.
  6. Ability to demonstrate a fiduciary obligation to section, division, department, and DART in handling materials and information of a confidential nature.
  7. Ability to be dedicated to meeting the expectations and requirements of internal and external customers. Gets first-hand customer information and uses it for improvements in products and services. Acts with customers in mind. Establishes and maintains effective relationships with customers and gains their trust and respect.

REPORTING RELATIONSHIP:
Reports to AVP DIVERSITY & LABOR *

WORKING CONDITIONS:
Works in an environment where there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting DART's operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
