GENERAL SUMMARY:
Plans, manages, develops and assists in the development and implementation of complex projects supporting the human resources recruitment programs. Provides support to Vice President which ensures cost effectiveness, legal compliance, and support of agency goals.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  1. Oversees HC Talent Acquisition staff who partners with functional business partners to develop recruiting strategy and plans.
  2. Develops internship program strategy with functional client groups.
  3. Develops and maintains strong working relationships with hiring managers, vendors, colleges, and other team members to create a partnership that yields consistent results, processes and credibility.
  4. Participates in career fairs, campus presentations and conferences.
  5. Communicates staffing policies and processes for both internal and external selection.
  6. Maintains organized, accurate documentation on all candidates, searches, hiring manager interactions, and other recruiting activities to ensure compliance.
  7. Develops, implements and monitors complex recruitment HR projects/programs for Vice President, Human Resources. Manages changes or modifications of project timelines/scope to ensure compliance with established project or departmental objectives.
  8. Coordinates highly confidential personnel information to comply with open records requests from DARTs legal department.
  9. Develops, evaluates, counsels, and if necessary, recommends the termination of subordinate personnel. Respond to, and resolve, subordinate staff issues.
  10. Assists with development, preparation and monitoring of department budget. Research and develop responses to issues raised by Board and Committee members.
  11. Develops and implements processes (administrative and technical) that address the coordination, processing, efficiency and maintenance of records in the Human Resources Talent Acquisition function.
  12. Performs other duties as assigned.

MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
Note: An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.

  1. Bachelors Degree from an accredited college or university in Business Administration with an emphasis in Human Resources, Industrial Psychology or related field.
  2. Six (6) years progressively responsible experience in applying the principals and practices of human resources administration to include three (3) years of supervising a professional staff. SPHR or PHR Preferred.
  3. Proficiency with personal computer and software applications including Microsoft Excel, Word, Access and PowerPoint.
  4. Knowledge of human resources principles, practices, federal, state and local rules and regulations and laws.
  5. Ability to demonstrate a fiduciary obligation to section, division, department, and DART in handling materials and information of a confidential nature.
  6. Ability to be dedicated to meeting the expectations and requirements of internal and external customers. Gets first-hand customer information and uses it for improvements in products and services. Acts with customers in mind. Establishes and maintains effective relationships with customers and gains their trust and respect.
  7. Ability to write clearly and succinctly in a variety of communication settings and styles.
  8. Ability to quickly find common ground and solve problems for the good of all. Can solve problems in a collaborative way. Is seen as a team player.
  9. Ability to use rigorous logic and methods to solve difficult problems with effective solutions. Probes all fruitful sources for answers. Is excellent at analysis. Looks beyond the obvious and doesnt stop at the first answers.
  10. Ability to make good decisions based upon a mixture of analysis, wisdom, experience, and judgment. Most of his/her solutions and suggestions turn out to be correct and accurate when judged over time. Sought out by others for advice and solutions.
  11. Ability to blend people into teams successfully. Creates environment fostering open dialogue, challenging and stretching tasks and assignments. Defines success in terms of the whole team. Is aware of each direct reports career goals. Holds frequent development discussions. Promotes and facilitates compelling development plans.

REPORTING RELATIONSHIP:
Reports to Director of Talent Acquisition*

WORKING CONDITIONS:
Works in an environment where there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting DART's operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
