GENERAL SUMMARY:
Directs and manages the strategic planning, implementation, development and review of agency-wide Short Term Disability, Long Term Disability and Family Medical Leave programs, which includes the development of policies, procedures and work plans designed to minimize the impact of absenteeism and reduce the operational budget.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  1. Directs and oversees the agency-wide Short-Term Disability (STD) and Long-Term Disability (LTD) programs including development of policies and procedures to ensure compliance and coordination with applicable laws including Americans with Disabilities (ADA) and Family and Medical Leave Act (FMLA). Oversees and ensures the coordination of DART policies that support the STD Administrators performance, insures compliance with stated objectives, contract requirements, internal expectations, and applicable laws.
  2. Develops and implements audit procedures to insure TPAs adherence to statutory performance measures. Identifies statutory noncompliance, develops and implements performance improvement plans to promote observance of mandatory performance goals.
  3. Conducts periodic disability and leave claim reviews between TPA, Risk Management and DART Management using agreed upon protocols. Evaluates performance of all parties and identifies areas for improvement. Develops goals and objectives to enhance future reviews.
  4. Directs and oversees the agency-wide Family and Medical Leave Act (FMLA) program. Works closely with management and legal counsel to develop policies and procedures in accordance with federal mandates for compliance. Stays current with applicable laws and modifies policies as needed. Ensures coordination of FMLA utilization with other lost time programs and benefits. Serves as a liaison with the Department of Labor for dispute resolution and input regarding FMLA issues.
  5. Works collaboratively to promote the utilization of the Alternative Duty return-to-work program. Responsible for promoting policies that maximize coordination, reduce unscheduled absences, and utilization of human capital to support the attainment of all departmental strategic goals.
  6. Performs a variety of complex analyses of internal costs; reviews and evaluates incurred costs, prepares budget estimates, schedules, and financial and statistical information. Provides concise on-point reports to support management decision-making
  7. Creates reports and implements agency-wide programs and audits to highlight lost time program compliance and identify areas for improvement. Develops and implements training initiatives for employees, management and external vendors to enhance Integrated Disability Program compliance and reduce the impact of lost time on the operating budget.
  8. Creates and presents agency-wide, one-on-one and departmental training programs that focus on compliance and reducing unscheduled absences.
  9. Provides testimony and support to Human Capital and Legal for employment issues involving lost time programs.
  10. Performs supervisory duties including, but not limited to, hiring, counseling, evaluation, staff development and similar functions in support of lost time programs

MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
Note: An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.

  1. Bachelors degree from an accredited college or university in Business Administration, Claims Management, Human Resources or other related field.
  2. Six (6) years related experience working with applicable laws, policies and statues governing lost time programs to include three (3) years of supervisory/management experience.
  3. Valid Texas Class A, B, or C drivers license, No Driving While Intoxicated (DWI) conviction within the last sixty (60) consecutive months, not more than one (1) DWI on driving record, and not more than three (3) convictions of moving violations within the last thirty-six (36) months in order to operate DART non-revenue vehicles or drive in the course & scope of job.
  4. A Human Resources designation, i.e. Certified Benefit Professional (CBP), Certified Professional Disability Management (CPDM), Professional Human Resource (PHR), or SHRM Certified Professional (SHRM-CP) is desired.
  5. High level of analytical skills to find and implement solutions to complex interpersonal, legal, financial and technical issues
  6. Ability to demonstrate a fiduciary obligation to section, division, department, and DART in handling materials and information of a confidential nature.
  7. Excellent oral and written communication skills to effectively communicate with supervisory and non-supervisory employees, government entities, consultants, vendors, contractors, and a culturally diverse community in one-on-one, small groups and large groups.
  8. Strong team building skills with the ability to motivate others to achieve the strategic vision and goals developed by the division, department and agency.
  9. A strong applicable business acumen, providing analytical and creative skills to find solutions to highly complex interpersonal, professional, technical, and administrative problems resulting in timely and accurate decisions both as an individual and at a team level.
  10. Ability to change direction, handle multiple responsibilities and tasks on a regular basis.
  11. Ability to positively motivate individuals and teams to meet or exceed project expectations.
  12. Provides current, direct, complete, and actionable positive and corrective direction to others.

REPORTING RELATIONSHIP:
Reports to AVP Risk Management *

WORKING CONDITIONS:
Works in an environment where there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting DART's operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
