GENERAL SUMMARY:
This position has a key leadership role in the Procurement Department providing policy and compliance administration and primary support for the GoPass and Mobility service projects with the Innovation Team. This position will also serve as the Department competition and diversity advocate, respond to supplier issues and protests, and assist with the continuity of leadership for succession planning

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  1. As the competition advocate, the AVP of Procurement Policy will be responsible for recommending decisions on emergency and sole-source procurement determination.
  2. As the procurement diversity advocate, the AVP of Procurement Policy will coordinate with EOD on contract goals and contractor commitments, coordinate supplier outreach, and manage supplier relations.
  3. Responsible for providing procurement policy and guidance, interpreting FTA policy, training, and serve as point of contact for department audits.
  4. Responsible for supporting Go-Pass, Mobility as a Service with (MaaS), and other innovative programs for other departments.
  5. Responsible for focused leadership in the development and implementation of new innovative procurement practices and technology.
  6. Responsible for drafting regulations, policy, and operating procedures.
  7. Coordinates analysis of Innovation Portal unsolicited proposal submissions.
  8. Provides a number of reports for Executive Management and the Board of Directors.
  9. Manages staff including annual performance reviews, daily assignments, training, development and discipline.
  10. Participates in planning and development of workplans and long-range departmental objectives.
  11. Effectively collaborates with procurement and planning departments.
  12. Develops and submits for approval, division budget. Monitors budget. Participates in budget reviews and annual budget planning.
  13. Performs other related duties as assigned.

MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
Note: An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.

  1. Bachelors degree from an accredited college or university in Business Administration, Public Administration, Finance or related field.
  2. Twelve (12) years of progressively responsible management level experience in a procurement environment to include six (6) years managing a professional staff.
  3. Pass a physical (medical) examination that includes a drug screen in order to operate DART non-revenue vehicles.
  4. Knowledge of budget development/analysis, and operational cost factors.
  5. Proficiency of PC software applications to include Microsoft Office or other related software applications.
  6. Analytical and creative skills to find solutions to complex interpersonal, technical and administrative problems.
  7. Comprehensive knowledge of supply chain management, sourcing methods, contract, negotiation, formation and administration, supplier relations, and cost and price analysis.
  8. Demonstrated in-depth knowledge and understanding of federal and state laws and regulations related to procurement.
  9. Ability to be dedicated to meeting the expectations and requirements of internal and external customers. Gets first-hand customer information and uses it for improvements in products and services. Acts with customers in mind. Establishes and maintains effective relationships with customers and gains their trust and respect.
  10. Ability to blend people into teams when needed. Creates strong morale and spirit in his/her team. Fosters open dialogue. Defines success in terms of the whole team. Creates a feeling of belonging in the team.

REPORTING RELATIONSHIP:
Reports to Sr VP Procurement *

WORKING CONDITIONS:
Works in an environment where there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting DART's operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
