GENERAL SUMMARY:
Under supervision of the Senior Manager, External Communications, develops and executes digital vision and strategy for Dallas Area Rapid Transit (DART) communication platforms, creates, maintains and coordinates content for the mobile applications, social media sites and internet websites of the agency.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  1. Develops and executes digital strategy across communications, marketing and advertising platforms and provides tactical support on the use of mobile applications and social media to promote agency objectives and branding initiatives.
  2. Is accountable for planning and publishing content for social media, internet website and mobile applications of the agency ensuring current content. Engages other Division staff in content creation. Supports Internet Website Designer, Operations Communications Liaisons and media relations as needed.
  3. Analyze and provides customer insights to support marketing initiatives. Develops appropriate metrics and maintain a system for measuring and tracking results that align with strategic initiatives. Generates regular reports detailing performance as it relates to strategic objectives.
  4. Interacts as needed with DARTs Information Technology Department regarding technical operation of the sites.
  5. On a daily basis, coordinates agency responses to inquiries received via social media sites.
  6. Remains current on transportation and digital industry trends, methods and technology. Identify new communication opportunities to advance agency objectives.
  7. Performs other duties as assigned.

MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
Note: An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.

  1. Bachelors degree from an accredited college or university in Communications, Public Relations, Art/Graphic Design, Computer Science, Information Systems or related field.
  2. Three (3) years progressively responsible experience in corporate/government communications or website design and internet publishing experience in a corporate communications, public relations/advertising agency or related environment. At least two (2) years of the total must have involved significant (more than 50% of the time) use of social media tools.
  3. Pass a physical (medical) examination that includes a drug screen in order to operate DART non-revenue vehicles.
  4. Operates DART non-revenue vehicles as required.
  5. Demonstrated experience exploiting new communication technologies and emerging platforms to achieve agency objectives. Demonstrated experience in developing and interpreting digital media analytics to guide strategy.
  6. Very high level of analytical and creative skills to find solutions to complex interpersonal, professional and technical problems.
  7. Advanced interpersonal skills to effectively and sensitively interact with all levels of employees, media representatives, the public and others, both inside and outside of DART.
  8. Established computer hardware, printers, peripherals, etc., and established software and mainframe applications.
  9. Proficiency with personal computer (PC) and software applications to include spreadsheet, word
  10. processing, and database.
  11. Ability to be dedicated to meeting the expectations and requirements of internal and external customers. Gets first-hand customer information and uses it for improvements in products and services. Acts with customers in mind. Establishes and maintains effective relationships with customers and gains their trust and respect.
  12. Ability to make good decisions (without considering how much time it takes) based upon a mixture of analysis, wisdom, experience, and judgment). Most of his/her solutions and suggestions turn out to be correct and accurate when judged over time. Sought out by others for advice and solutions.
  13. Ability to pick up on technical things quickly. Can learn new skills and knowledge. Is good at learning new industry, company, product, or technical knowledge. Does well in technical courses and seminars.
  14. Ability to be able to write clearly and succinctly in a variety of communication settings and styles. Can get messages across that have the desired effect.
  15. Ability to quickly find common ground and solve problems for the good of all. Can represent his/her own interests and yet be fair to other groups. REPORTING RELATIONSHIP:
Reports to Sr Mgr External Communications*

WORKING CONDITIONS:
Works in an environment where there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting DART's operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
